The Senior Deputy Assistant Director supervises the management of the various branches of the Reentry Services Division of the Federal Bureau of Prisons (BOP), which includes the integration of goals and coordination of programs within the Residential Reentry, Chaplaincy Services, Psychology Services, Female Offender Programs, and Reentry Affairs. The incumbent is involved in all major policy decisions in the assigned functional areas and therefore must stay current regarding the status of accomplishments throughout these areas. The incumbent assists the Assistant Director in the responsibility for planning, developing, managing, coordinating, and evaluating the programs in the functional areas noted. The incumbent also assists in the development of policies and implementing instructions, and approval of issuances effecting major policy changes.

The incumbent provides direction for the agency's National Reentry Affairs efforts, including strategy development, staffing and resource recommendations, and oversight of outreach efforts at the national level which includes collaboration with other Department of Justice (DOJ) entities, U.S. Probation and the Federal Courts, as well as numerous other federal, state, and local agencies.

The Senior Deputy Assistant Director assists the Assistant Director in the responsibility for oversight of the agency's religious services programs to ensure inmates in the custody of the BOP are afforded religious diets, personal religious items, and opportunities to workshop, while maintaining institution security. The incumbent assists the Assistant Director in the responsibility of developing plans, programs, and top-level policies for the management of Residential Reentry contracts nationwide, as well as contracts implemented through Inter-Governmental Agreements.

In the absence of Assistant Director, the Senior Deputy Assistant Director provides top level advice to the Deputy Director and Director of the BOP concerning assigned program areas, both operational and under development, and the impact these programs have on the total management of the agency.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the mandatory technical qualification listed below.

MANDATORY TECHNICAL QUALIFICATIONS: 

MTQ 1. To be qualified for this position, applicants must be able to show progressively responsible experience in a correctional environment which has demonstrated the ability to perform supervisory or administrative duties such as training subordinates in the specific duties related to their function in the institution, coordinating and directing operations and programs in a correctional setting or at the national level, evaluating performance of institution operations and the effectiveness of programs in relation to the inmate population. This experience must have been gained through the direction or assistance in the direction, of an entire correctional program or major phase of a correctional program. 

MTQ 2. Demonstrated knowledge and experience in leading, developing, and coordinating various administrative and technological executive level training programs and operations in justice involved settings (e.g., halfway house; reentry centers), and/or discipline (e.g., criminal justice research; probation/parole; legislative and media work specific to corrections). This experience should also include the ability to coordinate and direct programs as well as evaluate the performance and effectiveness of programs within the field of evidence-based practice and recidivism reduction as well as demonstrated expertise in effective change management.

This position does not have an education requirement.

The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career SES employee (Title 5) must be approved by the Office of Personnel Management (OPM) before appointment.  In addition, individuals entering the SES for the first time are subject to a one-year probationary period.  Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. 

Candidates must still satisfy the MTQ of the position, but do not need to address the ECQs if you:

1. Are currently serving under a career SES appointment;

2. Are eligible for reinstatement into the SES; or

3. Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM). Proof of Qualifications Review Board (QRB) certification must be provided. 

The selected individual will be subject further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB). OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

To assess the executive experience of each candidate, applicants applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to the five ECQS.
