The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California is searching for a Budget Analyst (GS-0560-12).

Description:
As a Budget Analyst you will serve as a financial advisor for a dynamic organization at SSC. Analyzing financial data from several systems and managing budgetary resources as required by leadership. Duties include but are not limited to providing decision support and budget analyst support in budget formulation, planning and execution. Reviews finance regulations, both at the Service level, DoW and fiscal law to make recommendations to leadership on the best course of action. Position requires regular interaction and coordination with cost, contracting and program management personnel.

The ideal candidate will have a strong foundation in business, demonstrated by a relevant degree and a background in accounting. Preference will be given to individuals who have experience in the acquisition processes.

Key Skills and Abilities:
1. Selective factor: Proficient skill in using, and thorough knowledge of Department of the Air Force Comprehensive and Requirement (CCAR) Systems as it relates to the technical principles and standards of job methods/procedures. Knowledge and skills are required to perform integration management, data base configuration, systems administration functions to support key complex financial/program management components, and for providing formal classroom instructions to users who have varying degrees of CCAR systems and budget experience.
2. Comprehensive knowledge and understanding of USAF, DoW, AFSPC and federal financial processes, including knowledge of the Congressional Budget Process, as it relates to the formulation of long range (5 years of more) and multi-year budget plans and timetables to achieve established mission objectives.
3. Knowledge of various DoW directives and of the complex relationship between USAF, AFSPC and other military services procedures, policies and regulations which govern or affect the formulation, justification, and execution of the organization's operating and/or investment program budgets and related accounts.
4. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
5. Skill in application of methods and techniques (e.g. cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
6. Skill in identifying and analyzing cost-effective relationships between operating program and investment budgets, and short- and long-term strategic policies and objectives, all of which are subject to significant and continuing flux over time.
7. Skill in preparing written correspondence, presenting oral briefing and representing the organization's viewpoint in formal meetings and negotiations with officials, both within and outside Federal service.
8. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
9. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise budgetary processes actions.

  • May be required to work overtime on an unscheduled or emergency basis.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWAIA) requirements applicable to the duties of the position.
  • Employee is expected to meet Continuing Acquisition Education requirements.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Assignment (TDY).
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS is not authorized. Incentive is not authorized.
