special events, for all customers and fitness improvement programs for military members not meeting Air Force fitness or weight standards. The sports program includes, as a minimum, self-directed and intramural sports. As customers request and resources allow, provide enhanced fitness programs and enhanced sports programs, e.g., extramural and varsity sports.

(Duties):

  1. Manages Comprehensive, Well-rounded Youth Sports and Fitness Program.
  2. Asses needs and assists in budgeting of all necessary APF and NAF fund equipment, supplies, uniforms, and expenditures that support day-to-day operations, long term goals and objectives of the Youth Sports and Fitness program.
  3. Ensures a safe and healthy environment. Conducts regular safety, fire, health, and other required youth inspections to ensure a safe, healthy, and comfortable environment exists in the Youth Center and on Youth Programs sports fields.
  4. Performs public relations duties; plans and manages the publicity program for the Youth Sports and Fitness Program.

  • This position is within a childcare facility and is subject to background checks in accordance with Public Law 101-647.
  • May be required to work an uncommon tour of duty to include nights, weekends and holidays.
  • May be required to travel on military and commercial aircraft.
  • Must be able to obtain a Food Handler's Certification, First Aid, and CPR Certification, and Certified Youth Sports Administrator (CYSA) Certification.
  • Must be able to obtain American Red Cross CPR and First Aid Instructor certification.
  • Subject to physical examination (every three years) and immunizations IAW AFJI 48-110 and local requirements.
  • A college degree in physical education, exercise science, exercise physiology, kinesiology, health education, or a related field is highly desirable.
  • A combination of education and specialized work experience in related field may be utilized to reach the job requirements.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position requires a pre-employment physical examination.

Qualifications

This position is restricted to the local commuting area of Spangdahlem.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the Sports Specialist Series, 0030.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge gained through experience to carry out continuing sports and fitness programs independently and competently; Knowledge of the physical and psychological factors in individual and team sports as well as the nature, purpose, and organization of recreational and competitive individual and team sports activities. EDUCATION:
Applicants must havesuccessfully completed a Master's or equivalent graduate degree in physical education or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: You must submit a copy of college transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE:
Applicants must have a combination of qualifying specialized experience and graduate education that when combined total at least 100 percent. NOTE: You must submit a copy of college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of youth sports and fitness programs and regulations.
  2. Knowledge of youth sports and fitness regulatory requirements, policies, and practices.
  3. Knowledge of budget, financial, and resources management practices and procedures in relation to meeting programs objective and goals.
  4. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances.
  5. Knowledge of rules and regulations for sports
  6. Knowledge and ability to perform field maintenance.
  7. Ability to communicate effectively orally and in writing.
  8. Ability to provide education on physical activity using a variety of modalities to address factors such as goal setting, behavior change theories, human behavior, motivational strategies, and counseling techniques.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
