As a Statistician (Data Analyst), GS-1530-13, you will be responsible for:

  • Designing and managing one or more complex statistical data series or major components of a large-scale data series.
  • Identifying trends and potential risks within the portfolio of student aid. Creating proactive and predictive models, developing analytical products such as business intelligence and dashboards, using programming platforms.
  • Producing reports, white papers, and other briefing materials summarizing complex statistical analysis.
  • Planning and preparing quantitative and qualitative analysis of data.
  • Utilizing major statistical tools and techniques - structured query language, regression, and other modeling concepts - on large and unstructured data files.

As a Statistician (Data Analyst), GS-1530-14, you will be responsible for:

  • Leading, conceptualizing, planning, implementing, managing, and evaluating complex statistical analyses on the impact of current or proposed program plans, policies, operations, legislation and regulations on budgets, activities, and outcomes for students.
  • Directing operational analyses using mathematical and applied statistics and probability theory to develop new techniques and methodologies, ensuring analysis activities are statistically valid, comply with agency policies, and meet all administrative requirements.
  • Applying a variety of complex mathematical and statistical theories and techniques, including original techniques and methodologies, and specialized analyses to evaluate, design, and execute statistical sampling plans and analytical procedures.
  • Serving as an authority in statistical methodology and operational data sources, leads the application of analytical techniques to include defining objectives and guiding audit teams in development of an analysis plan, often where no precedent exists.
  • Reviewing and approving the presentation of statistical and non-statistical sampling methods and results, and application of advanced analytics in agency draft and final audit reports prior to publication of the reports.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialize experience below.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:

  1. Experience independently designing and maintaining cloud-based data workflows or architectures utilizing AWS services (Glue, Lambda, Redshift, or Sage Maker Suite) to build scalable, automated solutions for data processing and analysis.
  2. Experience utilizing tools and machine learning techniques to proactively monitor, detect, enhance and/or resolve data anomalies, quality, validation processes, and inconsistencies within a large dataset to ensure the integrity and accuracy of data.
  3. Experience independently implementing robust data validation, quality assurance, or monitoring processes within data pipelines or analytical workflows, utilizing Python, SQL, or specialized tools to ensure reliability, completeness, and accuracy of data.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   1. Knowledge of advanced mathematical and statistical theory, principles, concepts, and current professional developments.
  2. Ability to use coding and programming platforms to develop dashboards and other analytical products.
  3. Ability to clearly communicate statistical and analytical information to varied audiences.
  4. Ability to apply statistical and other modeling concepts, techniques, and evaluation methods to data.
  5. Skill in testing, evaluating, and validating emerging statistical theories, principles, concepts, and methodologies for large, complex, multidisciplinary statistical analyses.
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience below.
Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
  1. Experience in implementing and enforcing an organization-wide data quality framework and governance standards across cloud-based workflows, such as designing, building, and deploying automated data validation, monitoring, and alerting systems within AWS environments.
  2. Experience in designing and implementing data quality frameworks, validation systems and machine learning operation patterns for continuous model deployment and monitoring, resulting in improved data integrity across business domains.
  3. Experience defining best practices and tools for data validation, monitoring, compliance, and driving improvements through advanced automation techniques utilizing Python/SQL, while ensuring data reliability, security, and compliance with AWS services (Glue, Lambda, Redshift, or Sage Maker Suite).
Knowledge, Skills, and Abilities (KSAs)

  1. Knowledge of statistical principles and methodologies, proficiency in the application of technology to research, provide insightful analysis and recommendations influencing policy and operational improvements.
  2. Knowledge in statistical analysis, independent planning, execution of major research projects, interpreting and applying findings to key policy initiatives, proposed legislation, or regulations.
  3. Knowledge of statistical methods, interpreting and applying complex guidelines, developing and optimizing statistical techniques within the organization and among partner entities.
  4. Ability to solve complex problems and manage FSA-specific program management and budget issues.
  5. Ability to manage and evaluate statistical activities and provide technical advice to develop methodologies aligning with FSA goals and impact to student financial assistance programs.

Education

This position has a positive education requirement. 

Applicants must meet BOTH the Basic Requirement and the Specialized experience requirements in order to qualify for this position.

STATISTICS GS-1530

Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education cannot be substituted for experience for this position and grade level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

  1. Eligibility and Minimum Qualifications

You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

  1. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Your application may be referred to a subject matter expert or panel of subject matter experts for further evaluation. Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified. If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration. Veterans’ Preference: Qualified veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the knowledge, skills, and abilities which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.
