The United States Space Force (USSF) at Joint Base Andrews, MD is searching for a Knowledge Manager to support Delta 13 (NH-0340-03, GS-12/13 Equivalent).

Description:
Space Delta 13 is seeking a forward-thinking, mission-driven Program Manager / Knowledge Manager to lead and synchronize education initiatives that develop the next generatin of Guardians. This is a high-impact role at the center of the U.S. Space Force's Guardian officer, enlisted and civilian education enterprise. You will lead special projects, conduct research, analyze data, and develop recommendations that influence policy, resourcing, and long-range planning for USSF education programs.

Ideal Candidate:
Deep understanding of DoD, DAF, and USSF education programs

Expertise in program management and strategic planning

Ability to lead teams, manage competing priorities, and drive organizational change

Strong communication skills-capable of producing high-impact briefings, reports, and analysis

Proven ability to build coalitions, collaborate across agencies, and influence senior leaders

Exceptional judgment, problem-solving ability, and strategic thinking



Key Responsibilities:
1. Knowledge of Public Law, DoD, DAF regulations, guidance, instructions and procedures governing the USAFA, AFROTC, JROTC and OTS Officer Accessions programs.

2. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established budgeted resources and time constraints.

3. Ability to encourage new ideas and innovations; manage human, and information systems strategically and build coalitions to achieve common goals.

4. Skilled in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations, with the ability to develop and maintain effective relationships and communicate effectively, both orally and in writing.

5. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies
to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.

6. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • PCS /relocation funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 90 days per year.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
