Duties

Help

  • Function as a Mission Support Lead and subject matter expert in the design, development, integration, operations and sustainment of reprogramming facility.
  • Coordinate with multiple outside agencies in the daily operations and development of multinational secure facilities. Serve as an authority and consultant on F-35 Reprogramming Lab systems to JPO, Prime Contractors and other outside organizations.
  • Serve as a senior team lead for system design, implementation, and operations supporting F-35 reprogramming operations.

  • Position is designated a critical sensitive and will be subject to random drug testing. Subject to pre-employment drug testing as condition of employment.
  • This position includes information assurance (IA) work. Information Assurance Certification at Information Assurance Manager Level II may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Computer Science Series 1550; Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expertise in advanced theories, concepts, principles, and practices of computer sciences so as to be able to serve as software engineering expert to resolve difficult problems and issues, and to plan, design, monitor, and evaluate complex computer programs and projects.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of the fundamentals and principles of professional engineering and/or computer science for the research, design, development, test, and evaluation of computer hardware and software in an integrated manner. Ability to gather facts and use effective analytical and evaluation methods to assess information, plan the sequence of actions necessary, make sound decisions, and analyze a variety of problems; and to analyze component interrelationships and evaluate systems and applications from an operational and security perspective.

2. Professional knowledge of complex configuration management techniques and requirements appropriate to managing complex, classified, systems and labs. Expert with assessment of design characteristics, limitations, and potential applications of systems, including contingency planning for events ranging from fault disruption to fire, water, smoke, and electrical problems, to full disaster.

3. Professional knowledge of a full range of security principles concepts, practices, products and services. A comprehensive knowledge and skill in the application of National and Special Access program information assurance and security requirements.

4. Professional knowledge of customers' mission, business processes and operations to anticipate and refine functional requirements.

5. Ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.

6. Ability to establish and maintain relationships with external individuals and groups and to serve as spokesperson for the organization.

7. Ability to communicate effectively both orally and in writing, clearly, concisely, and accurately.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
