The United States Space Force (USSF) at Vandenberg SFB, CA is searching for a Training and Human Resource Manager to support DEL 1 (NH-0343-03, GS-12/13 Equivalent).

Description:
To serve as a Program Analyst in the Training and Human Capital Directorate (S1) for Space Delta 1. Works with Director and Deputy Director to develop and administer all human relations activities and the USSF Guardian training programs, civilian and military. Supports and serves as an advisor to the Director, senior managers, and supervisors on training and human capital issues. Will be responsible for assisting with the standup of a Student Support Center (TRS) for the Delta command to serve over and perform transactional personnel actions for all the trainee and students within DEL 1.

Ideal Candidate:
The ideal candidate is a strategic and adaptable individual with a strong understanding of both civilian and military work cultures. We are searching for someone who possesses a military and civilian human resource background having experience in a base-level MPF or CPO or in a MAJCOM/FIELDCOM A1 or S1 office. As a key member of the S1 Directorate, the user will utilize systems such as MilPDS, Leaveweb, AFPROMs, CMS, myFSS, BLSDM, and process civilian hiring documents such as PRDs, PDT, LCS, resumes, pay setting worksheets, etc in addition to establishing policy for both military and civilian programs.

This person should excel at fostering a cohesive environment for a blended workforce of uniformed and civilian personnel, possessing a robust background in talent management, employee relations, and organizational development. Exceptional communication, interpersonal skills and teamwork are paramount for building trust and rapport throughout all levels of the unit and within a small S1 Directorate. Ultimately, the candidate must act as a strategic partner to leadership, offering expert guidance on all human capital matters to ensure Space Delta 1 is effectively staffed, trained, and prepared to fulfill its vital mission.

Experience in a base-level MPF or CPO or MAJCOM/FIELDCOM A1 or S1 is required. Manpower experience is preferred. A bachelors degree in any field is preferred but not required.


Key Responsibilities:
1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer a Space Force wide training implementation and various human resource programs.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Space Force organizations to effectively manage USSF training programs and activities.
3. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
4. Skill in justifying, defending, and recommending decisions on an end to end program within a matrix organization.
5. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; a qualified typist is not required.
6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.   • Must be able to obtain and maintain a Top-Secret security clearance.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • PCS /relocation funding is not authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
