Summary

The incumbent serves as an Executive Management Officer to the Deputy Chief of Staff (DCOS) within the Office of the Chief of Staff (ODCOS). The Executive Management Officer acts as a consultant and confidential advisor to the DCOS and other Senior Executives within the ODCOS on the development and implementation of VA-wide policies and programs that impact the Department's mission and the internal management of and operations of VA.

Duties

Help

Major Duties Include:

  • Providing strategic planning advice to DCOS in the implementation of all changes, practices, and management and operational approaches of the VA. Initiating and conducting confidential studies as a basis for recommending changes in broad administration policies or operations. Identifying and articulating a clear strategy and vision for the ODCOS.
  • Evaluating significant policies and proposals, prior to their consideration, to ensure that balanced and accurate documentation of all options are presented.
  • Maintaining a critical awareness of sensitive program developments and problems.
  • Advising DCOS of the viability of available options.
  • Playing a key role in addressing issues which cross Department lines and directly affect operations of VA Central Offices and field components.
  • Serving as a member and leading various committees, project teams, and workgroups.
  • Advising on the development of directives on administrative operations.
  • Ensuring the efficient operation of the office through proactive management and effective problem resolution.
  • Using extensive knowledge of VA programs and operations to act as a representative of the ODCOS senior executives on interpretation of policy and in reconciling conflicting interpretations and differences. Serving as a member of the ODCOS senior management team.
  • Participating fully in discussions leading to the establishment of overall goals, objectives, and long- range plans for VA. Providing specific
    recommendations and once a decision is made the incumbent follows through on implementation of commitments by the ODCOS senior executives.
  • Evaluating the content of new or modified legislation for projected impact on VA policy and guidelines. Based on legislation, preparing recommendations that change the way VA programs operate. Developing new or modified policies and processes to ensure
    agency-wide implementation.
  • Speaking for and representing the ODCOS in high level negotiations involving top VA officials. Serving as a liaison between the ODCOS and VA program officials.
  • Gathering background material and talking points for speeches and presentations on a wide range of subjects for presentation by the DCOS.
  • Assessing the organizational or functional changes in VA. Providing objective independent assessments as well as recommendations for initiatives requiring approval by ODCOS senior executives.
  • Reviewing organizational proposals for concurrence and/or approval and briefing on all implications of proposals, making recommendations to approve, disapprove, or modify specific proposals, many of which have Department-wide impact.
  • Conducting executive review of correspondence in assigned areas requiring concurrence and/or signature of the DCOS. Delegated signature authority for the ODCOS senior executives and authority to commit the support and concurrence of the ODCOS in
    assigned areas and on specific projects.
  • Participating in department-wide studies that could involve organizational planning and staffing and making recommendations or changes in, and deviations from, approved organizational patterns.
  • Providing advice, counsel and instruction to individual employees on technical and administrative matters. Interviewing candidates for vacant positions, making selections or recommendations for appointment, promotion, or reassignment.
  • Listening, counseling, advising, and resolving conflict or issues.
  • Making determination and referring group grievances and personal issues or serious issues to appropriate offices
    (HR, EEO, and Employee Assistance Program). Effecting disciplinary measures such as warnings, reprimands and removals.
  • Identifying developmental and training needs of employees and making provision for such development and training.
  • Reviewing and determining approval/disapproval for labor, travel, leave, alternate work schedules of subordinates and entire division.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: advising executives on the development of directives and administrative operations; evaluating significant policies and proposals prior to their consideration to ensure balanced and accurate documentation is presented; Conducting executive review of correspondence and other documents requiring concurrence or signature; maintaining the calendar of an executive by delegating tasks and/or meetings that do not align with their priorities

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
