Duties

Help

As a CIVIL ENGINEER (TITLE 5), GS-0810-12, you will provide supervisory and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function.

Major Duties - This is NOT an all-inclusive list:

  • Plan and schedule work to promote a smooth flow and even distribution of workload across engineering functions.
  • Coordinate plans and schedules with organization managers and customers to meet mission and customer requirements.
  • Identify changes in priorities and take action to implement adjustments to meet organizational goals.
  • Establish metrics and utilize analysis systems to ensure actions are timely and reviewed at critical points.
  • Perform self-assessments and present detailed reports identifying discrepancies and corrective actions.
  • Provide technical instruction and guidance on architectural and engineering requirements to subordinate engineers, technicians, and draftsmen.
  • Review engineering and architectural designs, drawings, specifications, and estimates for technical adequacy and compliance with standards.
  • Prepare or direct the preparation of engineering drawings, specifications, and cost estimates for construction, modification, and maintenance of facilities.
  • Review completed work and direct changes to ensure technically accurate layouts, designs, and computations.
  • Serve as the government technical representative in conferences with architectural and engineering firms to ensure designs meet Air Force requirements.
  • Perform extensive mathematical and technical calculations to develop engineered solutions to complex technical problems.
  • Analyze engineering data to determine facility requirements, funding needs, and feasibility of construction or repair projects.
  • Evaluate cost estimates, design computations, and technical data to ensure economical use of funds and materials.
  • Apply quantitative analysis to assess land contours, soil conditions, weather impacts, and utility requirements affecting engineering projects.
  • Assign work to subordinate employees based on priorities, difficulty, and employee experience, training, and abilities.
  • Balance workload and provide advice, guidance, and direction to civilian and military personnel across engineering functions.
  • Identify training requirements and provide oversight of on-the-job and proficiency training for assigned personnel.

  • This position is subject to the provisions of the DoD Priority Placement Program (PPP). DD Form 3145-2 Checklist
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by appropriate authority.
  • Duties may significantly impact the environment; the incumbent must maintain awareness of environmental responsibilities in accordance with applicable legal and regulatory requirements.
  • Ability to establish and maintain effective professional working relationships with coworkers and customers in support of mission accomplishment.

Qualifications

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
  • The SECOND area of consideration will be Veterans' Preference (VP) eligible.
  • The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The FOURTH area of consideration will be all current Federal Employees.
  • The FIFTH area of consideration will be all Federal re-employment eligible.
  • The SIXTH area of consideration will be U.S. Citizens.


SPECIALIZED EXPERIENCE: GS-12 level - MUST possess at least 1-year equivalent to at least next lower grade level experience, education, or training for management, supervision, or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; and (2) investigating, measuring, surveying, and mapping the earth's physical features.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience for the GS-12 Level, which includes experience in managing the function of work to be performed; Experience that includes leading, directing and assigning work of personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the following education requirement to qualify for this position. MUST have successful completion of undergraduate or graduate education in one or a combination of the following disciplines: accounting, business, finance, economics, mathematics, statistics, industrial management, marketing, quantitative methods, or organizational management. Education must be obtained from an accredited college or university.

You must provide OFFICIAL transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
