The Hourly Rate is $37.51-$43.69
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a CRANE OPERATOR (RIGGING WORKER/MOTOR VEHICLE OPERATOR) without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the operation, capabilities, and capacities of bridge crane. Knowledge of the crane's response to control changes. Knowledge of safety regulations, practices, and procedures.
2. Knowledge of regulations, procedures, and policies related to records maintenance and documentation. Ability to react quickly to hand and other signals from ground level personnel. Skill in operating the crane controls to make precise moves while maneuvering loads.
3. Ability to interpret instructions, specifications, etc. Knowledge of accepted warehousing methods, procedures, and material handling techniques. Knowledge of warehousing functions, such as material receiving and shipping.
4. Knowledge of inventory procedures and ability to prepare inventory and production reports. Knowledge of regulations, procedures, and policies related to records maintenance and documentation and ability to screen shipping and receiving documents for discrepancies. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers, and scanners. Ability to interpret and apply instructions pertaining to material handling. Ability to maintain tools, equipment, and work area in a neat, clean, and orderly manner.
5. Ability to safely operate forklifts. Must be skilled in handling controls for starting, stopping, backing, lifting, lowering, tilting, and driving forklifts through narrow aisles, up and down ramps, and in and out of trucks. Ability to safely drive and operate a motor vehicle, including skill in manipulating controls for starting, stopping, backing, and driving vehicles in all types of traffic and road conditions and in judging overhead, side clearance, turning radius, and braking distance.
6. Knowledge of rigging practices and techniques. Ability to install weight handling gear such as chains, cables, ropes, and slings used to lift, move, and position a variety of large and heavy equipment, machinery, and supply items. Knowledge of breaking strains, safe working loads, and other physical characteristics of basic rigging materials and equipment such as jacks, tackle blocks, chain falls, shackles, and various wire and fiber ropes to select and install the appropriate type and size of gear.
PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring anduncomfortable positions. Moves shipments and crane equipment weighing up to 50 pounds. May handle heavieritems with weight lifting equipment or with assistance from other workers. Work requires light to heavy physicaleffort in reaching, bending, turning, or moving hands, arms, feet, and legs during crane operations or while driving,raising, lowering, and tilting forklifts. Subject to possible strain caused by vibration of forklift. Occasionally may berequired to make limited emergency repairs on vehicles, such as changing a flat tire.
WORKING CONDITIONS: Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee isregularly exposed to the possibility of cuts, scrapes and bruises, falls from ladders, falling material, swinging craneloads, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while workingin a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working in a hazardousmaterials area. May be required to wear protective clothing, such as hard hats, steel toed shoes, rubber gloves,masks, and rubber aprons. Drives motor vehicles in all types of traffic and weather conditions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
