Duties

Help

  • Serves as the primary agency FCC Travel, Purchase and Fleet card program advisor and consultant. He/she oversees, directs and coordinates a wide range of travel and purchase card activities and projects; and reviews and prepares related management reports and other performance measures.
  • Analyzes and evaluates controls to determine the reliability of reported results comply with rules and regulations; and, the efficiency and economical use of resources. Monitors and evaluates the implementation of rules, regulations, recommendations, corrective actions and internal controls to ensure compliance with agency standards, policies and guidelines to administer and executive the Government Card functions. Makes recommendations on resources need to accomplish agency objectives, justifies and defends resources requirements to senior level management, ensuring efficient utilization of allocated resources.
  • Ensures effective internal controls which entails: (1) identifying weaknesses in internal operations, 2) develops well-defined policies to administer proper application of the control systems to produce maximum benefits and results to control expenditures, prevent; and, deter fraud, waste and abuse.
  • Conducts in-depth studies and analyses to identify weaknesses to eliminate or to reduce the risk of errors or fraud. Designs methods to detect inaccuracy or fraud that has occurred, implements corrective action to mitigate losses or makes changes to existing policy safeguards.
  • Negotiates, administers and manages contracts and agreements for assigned projects.
  • Performs analysis and advisory assignments related to the effectiveness and management efficiency of the Government Travel, Purchase and Fleet Card programs. Responsible for the initiation, administrative coordination and issuance of the Government travel, purchase and fleet cards. Activates and deactivates credit cards, adjusts credit lines and processes increase spending authorizations as required.
  • Formulates and implements travel and purchase card policies, guidelines and strategies which includes: identifying and designing processes, procedures, internal controls and corrective action to prevent fraud, waste and abuse of funds and resources; and determines and influences the proposed policies for the program and established guidelines and policies to-administer, oversee and control multi-million-dollar budgets for agency travel, purchase and fleet card processes.
  • Advises, reviews and coordinates on RDG policies, procedures, management controls and initiatives. Examines federal laws, Office of Management and Budget (0MB); General Accountability Office and U.S. Treasury policies and directives to identify those affecting programs; and, determines approaches to resolve issues by identifying alternatives to be considered.
  • Develops the Agency Ad-Hoc, Inter-agency GSA Smart Pay and US Bank Reports. Reviews plans, reports and provides recommendations to improve program operations, internal controls, rules and regulations. Analyzes monthly reports to determine delinquencies and misuse of the card and assures that accounts are being used appropriately. Researches and resolves travel card problems on case-by-case basis in a timely manner and determines approaches to resolve issues by identifying alternatives to be considered.
  • Conducts diverse formal and informal meetings and presentations for bureaus/offices, other federal agencies, private industry officials and groups, contractors, senior level management, and employees regarding program requirements and activities.
  • Develops study/project methodology and identifies the operational and analytical techniques for accomplishment or project objectives to produce findings and recommendations.

Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service.  For this position, specialized experience includes the following:   

1. Experience providing advice and guidance on financial management issues involving the application or tailoring of travel and purchase card program methods, procedures and projects.
2. Experience overseeing, directing and/or coordinating a wide range of travel and purchase card activities and projects.
3. Experience conducting in-depth studies and analyses to identify weaknesses to eliminate or to reduce the risk of errors or fraud.
4. Experience developing policies to administer proper application of the control systems to produce maximum benefits and results to control expenditures, prevent; and, deter fraud, waste and abuse.
5. Experience performing analysis and advisory work related to the effectiveness and management efficiency of the Government Travel, Purchase and Fleet Card programs.


PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Subject matter experts will review your application to determine if you meet the following required Knowledge, Skills and Abilities (KSA's):

  • Comprehensive knowledge of the laws, policies, regulations and precedents governing financial administration and/or budgeting, the Government Travel, Purchase and Fleet Card program management to include the Travel Regulations.
  • Expertise and skill in providing complex advice and guidance to the Chief of RDG, FCC senior officials as related to the Travel, Purchase and Fleet card programs, which includes establishing and implementing corrective actions to prevent fraud, waste and abuse of funds and resources; interpreting, applying and implementing complex rules and regulations that impact the agency's programs; in developing options and recommendations to improve operating procedures.
  • Skill in preparing clear, concise written drafts, final reports (which involve insensitive findings, controversial and significant policy changes; financial documents, congressional testimony reports, policy papers, decisions, options and recommendations on program issues; and, documents to defend policy statements and decisions.
  • Mastery knowledge of financial project and business management principles, practices, policies and procedures to manage agency-wide projects and/or activities and work/participate with senior management involved in balancing conflicting interests of extreme intensity (e.g., resulting from the undetermined potential for future applications of the programs) and resolving public and political controversy.
  • Comprehensive and authoritative knowledge of the telecommunications industry to resolve issues and problems involving legislation, authorities resulting from intense Congressional interest or national interest in telecommunications services (i.e., as it relates to incumbent's management and oversight of the government's travel, purchase and fleet card programs and activities).
