Summary

The incumbent executes the Secretary of the Navy and Chief of Naval Operation Quality of Life programs objectives for United States Navy personnel. Fleet & Family Readiness (FFR) Programs are primarily delivered aboard Navy Installations in support of mission commanders and their families. The incumbent is responsible for requirements determination and program expertise and policy, interpretation to support Department of Navy (DoN) goals for Navy Quality of Life (QOL) issues.

Help

As the Executive Director, FFR Programs, at the NF-0343-06 level, some of your typical work assignments may include:

Planning, coordinating, organizing and implementing programs designed to enhance the effective use of total resources in the operation of Navy FFR programs. These resources support over 5,000 recreational facilities, 120,000 bachelor housing rooms, and 60,000 family houses throughout the CNIC AOR, with annual appropriated (APF) fund expenditures of approximately $1B, NAF fund expenditures of $2B, and include over 25,000 employees. Incumbent maintains oversight of execution and accountability of Family and Unaccompanied Housing (FH/BH), Morale, Welfare and Recreation (MWR), Child Development (CD), and Navy Exchange (NEX) dividend NAF funds.

Technically and administratively supervises seven to ten direct reports, I 00 program analysts in headquarters (Washington DC) and 225 support staff in Millington, TN. This includes GS-07 to GS-15 employees, NAF employees from grades NF-03 to NF-05, contractors, and military (E7 to O-6 level) personnel assigned to the FFR Department. In this role, the incumbent supports Command goals of Equal Opportunity and provides direction and leadership to subordinates. Responsibilities include approval and recommendations of awards, disciplinary action, and performance ratings; approving leave; and scheduling and approving work and task assignments.

Recommends CNIC policy and develops programs in these areas consistent with DoW, OSW, DoN, SECNAV and ASN (M&RA/EI&E) vision and goals. As CNIC FFR Director, incumbent establishes FFR program objectives and goals; develops FFR program policies, standards, and procedures; programs, budgets for and oversees execution of FFR program resources; and directs and oversees implementation of Navy and DoW QOL policy and guidance within CNIC area of responsibilities (AOR).

Provides analysis and evaluation of proposed and existing programs to determine need, effectiveness, and for CNIC determinations of funding and emphasis. Identifies requirements and proposes strategy to efficiently satisfy them. Incumbent analyzes and evaluates Navy Program Objective Memoranda (POM) for compliance with Directorate guidance; identities and evaluates POM issues related to FFR; analyzes and evaluates CNIC submissions for the President's Budget; assists CNIC and Navy Comptroller in preparing Program Budget Decision (PBD) alternatives and developing Defense Management Review (DMR) issues, proposes CNIC positions on PBD's and DMR issues affecting FFR and QOL programs and services. Incumbent prepares input and backup information for Congressional testimony; responds to Congressional and public inquiries regarding QOL issues and policies and prepares congressionally directed reports.

Provides liaison to other military and government agencies, such as Army/Air Force/Marine Corps Headquarters or Major Claimants (MACOM/MAJCOM) and/or Coast Guard or various State or U.S. Territorial representatives, and private industry. Liaison matters are typically those affecting assigned program issues and concerns including budget and administrative matters as well as program substance. Incumbent convenes and chairs teams and committees to review and assess FFR and/or QOL programs and provides input into related Navy-wide program and policy development. Incumbent represents CNIC at inter and intra- departmental meetings and conferences related to programs for which the incumbent is responsible. Incumbent presents and defends CNIC positions on issues of concern, provides and gathers insight into issues, and proposes remedial or other actions consistent with Navy policy and goals.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

MTQ 1: Mastery of the methodology for developing major program policy and its corresponding resource strategy, including the alignment of programs with higher-level strategic goals, the analytical validation of need and effectiveness, and the justification of resources through formal budget and programming processes.

MTQ 2: Comprehensive knowledge and a demonstrated approach for providing executive-level oversight of a large, complex organization utilizing both Appropriated Funds (APF) and Nonappropriated Funds (NAF), encompassing the monitoring of financial and operational performance, the enforcement of regulatory compliance, and the implementation of corrective guidance for subordinate activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. In addition to providing narrative statements addressing the ECQs, if your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
