The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California is searching for a Supervisory Financial Management Specialist (NH-0501-03, GS-12/13 equivalent).

Description:
As a Supervisory Financial Management Specialist working with programs, this position requires someone with skills formulating and executing budgets in complex and volatile environments, collaborating with various functions and between echelons to craft frequent responses to Congressional, OSD, and higher headquarters. Requests for information, developing new analyses to proactively identify budgetary risks and opportunities, and maintaining detailed files to inform financial products. The candidate should be comfortable with ambiguity, uncertainty, and innovation and should also be able to balance deep analysis with timely delivery. A successful candidate will proactively collaborate to produce and maintain financial analyses in advance of requests. The most successful candidates will integrate data from program managers, engineers, contracting, cost, earned value, and other functions into budget products. The ideal candidate has proven experience in acquisition financial management, specifically as a budget analyst on a variety of ACAT programs. This candidate should have a track record of navigating and resolving challenges within acquisition programs, such as breaches, managing Congressional notifications, and developing innovative funding solutions. A Certified Defense Financial Manager with Acquisition Specialty (CDFM-A) is preferred for this role.

1. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
4. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress and evaluate outcomes.
7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is part of the Acquisition Professional Development Program (APDP). The employee must meet the functional area certification requirements within the timeframe range of 1-5 years from appointment date into the position.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS is authorized. Incentive is not authorized.
