Duties

Help

  • Maintains surveillance and operates the Energy Management and Control System (EMCS) so as to optimize equipment operations and control efficiency of two or more HVAC and Refrigeration/utility systems on a continuing basis at the various critical locations in the HVAC and refrigeration system.
  • Provides on-site technical assistance and maintenance support to HVAC and refrigeration systems operators, mechanics, and supervisors for all EMCS related equipment interfaces with the various utility and refrigeration systems monitored by the EMCS. Serves as a technical consultant on EMCS matters, provides guidance, on-the-job training, classroom and work-site training to HVAC and refrigeration system operators in areas beyond their normal capabilities.
  • Installs, repairs, fabricates, and/or modifies various types of electronically controlled industrial monitoring equipment characterized by moderate complexity of design, construction, and function.
  • Performs a full range of computer operator duties for EMCS to include system start-up, diagnostic analysis, data back-up at local computers and DDC filed panels at utility and refrigeration equipment locations to provide the necessary monitoring, controlling and surveillance of facility environmental systems that include HVAC and refrigeration equipment.
  • Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and cleanwork environment.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is ability to do the work of a WG-5406 UTILITY SYSTEMS OPERATOR without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of HVAC and refrigeration utility equipment operations and their interrelationships for efficient and economical operations. Skills to determine appropriate actions to meet significantly complex demands.
2. Ability to troubleshoot a multitude of utility and monitoring systems such as air conditioning, heating, electrical, plumbing, electronic controls, and the ability to make corresponding adjustments to those systems through an EMCS CPU terminal. Ability to interpret instructions, blueprints, wire diagrams, engineer drawings, manufacturers technical specifications, and technical manuals to maintain, install, analyze, and repair malfunctions.
3. Knowledge of and ability to use electronic monitoring, sensor, and computer equipment to read and record various utility equipment data such as temperatures, pressures, etc. Knowledge of interrelationships between building construction and base utility systems so as to effectively advise maintenance crews of the equipment and materials necessary to effect repairs when responding to trouble calls. Knowledge an skill in operating the various components of the EMCS system making adjustments to operating capability, efficiency, load shedding of the HVAC and refrigeration utility systems equipment.
4. Ability to operate an EMCS computer. Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failure, or system malfunction.
5. Skill in the use of measuring instructions such as gauges, meters, records, analog displays, and computer generated data to determine operational status and make necessary adjustments.
6. Knowledge of environmental law and EPA regulations pertaining to the specific work tasks and hazardous materials involved. Knowledge of safety regulations, practices, and procedures

Physical Effort
Occasionally works in confined areas in and around boilers, HVAC and support equipment, i.e., auxiliary and pollution control equipment. Work requires moderate to strenuous physical effort and occasionally long periods of walking, standing, climbing, bending, and crouching. Occasionally lifts and carries HVAC or refrigeration parts, monitoring and computer equipment, and chemical supplies weighing up to 40 pounds unassisted and occasionally items weighing over 40 pounds with assistance of other workers or weight handling equipment. Working Conditions
Employee normally works indoors in a sedentary manner, but often requires visit to utility and refrigeration operations sites. Occasionally works outside for an entire shift. When working outside is subject to prevailing weather conditions and work son catwalks and ladders. Employee is subject to high temperatures, constant, noise, rotating machines, soot, dirt, grease, chemicals, oil, and fumes in the HVAC refrigeration equipment work area. Subject to cuts and abrasions from use of tools, and equipment and burns from acids, caustics, hot water, steam, and contact with pipes and boilers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
