Help

As the Deputy Assistant Inspector General for Management and Administration / Chief Information Officer, you will:

  • Develop needs assessments and strategic plans in conjunction with the AIG, working closely to blend technology and data with the work processes.
  • Chair cross-functional working groups to develop detailed plans for agency initiatives. Efforts will include responsibility for planning, budgeting, acquisition and implementation.
  • Establish the policy and framework for IT security and implements it within OIG, and represent OIG in VA's committees and working groups involving data integrity, data governance, automated records management, as well as other committees involving data security and enterprise architecture.
  • Direct, coordinate, and manage work through subordinates to support programs for a variety of investigative, auditing, and health care services oversight for nationwide veterans' services with significant resources and intense Congressional interest, and advises the Inspector General on agency wide IT management and data analysis programs.

Qualifications

Mandatory Qualifications Requirements: Applicants must demonstrate that they meet the Basic Requirements, Executive Core Qualifications (ECQs), and Technical Qualifications (TQs) in their resumes

A. Basic Requirement: As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gain at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector.

Additionally, all Information Technology (IT) Positions require that individuals have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


B. Technical Qualifications: Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

  • TQ 1: Demonstrated success in transforming, building, and leading a high performing information technology services organization in the delivery of a broad array of products. This necessarily involves demonstrated knowledge and awareness of industry best practices and innovations in the area of information technology, the application of new technologies, and technical solutions to address the organization's mission-critical needs, as well as demonstrated success in developing and implementing innovative, efficient approaches and IT services to customers in alignment with critical organizational priorities.
  • TQ 2: Developing and executing a strategic plan to engage stakeholders (including leadership and staff as well as external groups) regarding the prudent and responsible development and deployment of technology within a federal government agency, including supporting cultural transformation and improved confidence to accept technology as a key enabler of efficient, effective, and secure activities. Experience in this area should include experience in leading cross-functional teams that use technology to address organizational needs by leveraging contractor support, hiring talent, and providing hands-on mentorship to team members.


C. Executive Core Qualifications (ECQs):In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding -
This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Background Investigation: To ensure the accomplishment of its mission, VA-OIG requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation as a condition of placement in this position. CONDITIONS OF EMPLOYMENT:
  1. Citizenship: The selected applicant must be a US Citizen or US National. Proof of citizenship will be required prior to selection.
  2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
  3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
  4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
  5. Background Investigation: This position is designated as Top Secret and requires a background investigation and favorable adjudication for National Security clearance.
  6. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a public financial disclosure statement, OGC-278, upon assuming an SES position, annually, and upon separation from employment.
  7. Selective Service: If you are an applicant who was born male after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment.
