Duties

Help

  • Identifies requirements and develops contract packages for Civil Engineer service contracts executed by the Operations Flight.
  • Performs Contracting Officer's Representative (COR) duties to monitor and document contractor performance and evaluate against service contract requirements.
  • Performs fiscal year budget planning in support of Civil Engineer service contracts program.
  • Prepares and presents briefs, interface, and coordination on complex facility projects, both recurring and non-recurring service contracts.

  • Incumbent works with craftsmen, programmers, engineers, real property officers, funds managers, contracting officers, administrators, quality assurance evaluators, and customers.
  • Excellent proficiency in written and verbal English is required.
  • Incumbent should be proficient with using personal computers for word processing, spreadsheets, database management, and presentation graphics.
  • The work requires the employee to drive a motor vehicle to survey facilities in a wide geographic area of responsibility. An appropriate, valid driver’s license will be required for the position.
  • Must be able to develop the information necessary to produce service contract packages from customer requirements. May be required to serve on service contract source selection boards.
  • Must be able to read blueprints and other technical drawings or documents and extract information to prepare cost estimates and work statements to develop necessary requirements for service contracts.
  • Must be able to compute areas and volumes, determine quantities, compute man-hours of work, and any other items necessary for estimating the cost of services.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position requires a pre-employment physical examination.
  • Incumbent may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. (CONT. Below)
  • (CONT.) May be required to serve as a member of the contingency recovery team during exercise and during real world contingencies.
  • The work requires the incumbent to obtain and maintain the appropriate security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of broad operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment; practical knowledge of engineering principles, concepts, and practices that govern the management of facility and infrastructure operations and maintenance; improvement and modernization; repair and minor construction; and associated base support services for numerous complex and diverse systems and facilities.

EDUCATION:
Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of broad operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment; practical knowledge of engineering principles, concepts, and practices that govern the management of facility and infrastructure operations and maintenance; improvement and modernization; repair and minor construction; and associated base support services for numerous complex and diverse systems and facilities.

2. Knowledge of facility goals, policies, and procedures and a practical knowledge of craft, trade, and labor occupations; Ability to communicate, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

3. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.

4. Knowledge of environmental, safety, occupational health, security, personnel management, and EEO regulations, practices and procedures.

5. Skills in identifying, analyzing, and developing solutions to varied and difficult problems associated with contract related items such (SOW), and (PWS) issues.

6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
