Summary

This position is assigned to Navy Wounded Warrior (NWW) (N95); FFR (N9); Commander, Navy Installations Command (CNIC). Navy Wounded Warrior is the Navy's sole organization for coordinating the non-medical care of seriously wounded, ill and injured Sailors and Coast Guardsmen, their families, and caregivers. The primary purpose of the Supervisory Pay and Entitlements Analyst is to ensure NWW enrollees, and their families and caregivers receive all pay entitlements for which they are eligible.

Duties include but are not limited to:

  • Serves as head of the HQ Pay and Entitlements section, using expert knowledge of program review and analysis concepts and techniques to oversee the collection, analysis and evaluation of data concerning the pay entitlements elements of the NWW program, impacting the enterprise-wide program.
  • Conducts, reviews, and recommends changes to procedures that improve overall program performance and outcomes. Serves as the Senior Subject Matter Expert for pay and entitlements to NWW and provide policy updates and recommendations to DoD, Secretary of the Navy and other stakeholders in transition support services for wounded warriors.
  • Leads groups and/or committees to identify and implement recommendations to improve overall functions and operations affecting Recovering Service Members (RSM) as they move through all phases of recovery and reintegration to include transition out of the military to the care of the Veterans Administration (VA).
  • Plans, coordinates, and/or implements policy and actions to address overall development and sustainment of mission and objective. Assesses alternative approaches to resolving pay and entitlement issues and applies mastery knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs assigned.
  • Provides guidance and direction to NWW program and CNIC leadership in policy matters pertaining to the Defense Health Agency (DHA), the Secretary of the Navy Counsel of Review Boards (SECNAVCORB), Physical Evaluation Board (PEB), Naval Discharge Review Boards (NDRB), Disability Rating Activity Site (DRAS), Veterans Affairs Regional offices and PERS 95.
  • Works directly with the PEB and SECNAVCORB to identity and develops ways to address prolonged Integrated Disability Evaluation System (IDES) timelines that require joint effort and collaboration.
  • Liaisons with BUMED and DHA to resolve problems or cope with issues regarding the MEB phase of the IDES process as it pertains to the Physical Disability Evaluation process and entitlement for enrolled wounded warriors.
  • Works directly with PERS 95 to address all Temporary Disability Retired List (TDRL) and Permanent Disability Retired List (PDRL) case management issues requiring higher-level support.
  • Supports NWW regional teams directly and via subordinate staff, as they identify reintegration needs and trends related to the DES to ensure all Sailors referred into the IDES process meet mandated timeline assisting with pay and entitlement issues until the receipt of Veterans Affairs benefits.
  • Reviews cases and provides support to the HQ Quality Assurance Team on the implementation of the Transition/Reintegration phase of the Comprehensive Recovery Plan (CRP) used by the regional NWW teams to assist seriously wounded, ill or injured Service Members and their families and/or caregivers' transition back to the Fleet or out of service.
  • Provides direct support to Region level Transition Coordinators, Non-Medical Case Managers and Recovery Care Coordinators for all case management issues requiring higher-level coordination with the PEB, PERS and the VA to resolve.
  • Reviews and provides feedback on the Navy's IDES performance reports and assist the PEB meet mandated timelines by obtaining required information and or documentation for NWWs enrolled in IDES.
  • Manages program access to the Veterans Tracking Application (VTA) for all NWW staff.
  • Screens NWW referrals for potential issue with pay and entitlements such as Combat Related Special Compensation (CRSC) entitlement.
  • Represent NWW at senior level working groups and briefings pertaining to the disability evaluation process within BUMED, SECNAV, and the VA. Directly or via subordinate staff, coordinates with NWW HQ and Regional leadership..
  • Conducts staff assistance visits and provides oversight of pay and entitlement events across the Regions, including VA and other Service medical treatments facilities where there are Navy Sailors and Coast Guardsmen.
  • Conducts annual performance reviews of staff and participates in section staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and

Qualifications

A qualified candidate must possess the following:

  • A minimum of five years of specialized experience with the Department of Navy's Wounded Warrior program and requirements, pay/entitlements operations, objectives and policies
  • Knowledge of the Department of Navy's Wounded Warrior program and requirements, pay/entitlements operations, objectives, and policies.
  • Knowledge of the principles and theories of program and organizational techniques, systems, and procedures.
  • Knowledge of a range of administrative policies and regulations applicable to the administration of Warrior Care programs.
  • Knowledge of a wide range of methods for assessment and improvement of program effectiveness or management processes and systems.
  • Skill in performing a wide variety of analytical studies/projects and assignments.
  • Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones is necessary for effective administration.
  • Knowledge of interrelationships with other programs and key administrative support functions.
  • Knowledge of the mission, organization, and work processes of programs throughout the DES, dealing with the complexity of joint multi-service/agency programs sufficient to conduct analysis and management of projects resulting in the development of recommendations having impact on regional operating programs.
  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA), Privacy Act and the Freedom of Information Act.
  • Knowledge of quantitative and qualitative techniques for analyzing and measuring effectiveness, efficiency, and productivity within NWW for accomplishing missions and skill in adapting those techniques to measure and improve effectiveness and organizational productivity.
  • Knowledge of organizational design and ability to plan, schedule, and develop new or modified work methods/approaches to carry out a high degree of professional independence and technical authority.
  • Knowledge of and skill in conducting detailed analyses of complex functions and work processes to determine validated requirements for the function studied.
  • Skill in navigating different organization data systems.
  • Skill in the implementation and use of various external databases specifically designed to track and monitor the wounded, ill and injured population.
  • Skill in tracking enrollees entered the DES and ability to understand the complexities of being placed on one of the following: TDRL, PDRL, Legacy Disability Evaluation System (LDES), and Conditions not amounting to Disability (CnD).
  • Skill in presenting disputed recommendations and negotiating solutions.
  • Skill in written and oral communication to inform, advise, persuade, present, and defend programs and analyses.
  • Knowledge of business process analysis involving the ability to plan and organize a team to develop overarching internal and interagency processes, which substantially change the established business processes.
  • Ability to quantify relations of service members' transition with organization and mission and long-range planning objectives.
  • Ability to synthesize findings and make recommendations for DoD and Navy level programs.
  • Ability to establish objectives, priorities and realistic milestones and identify the multi-organizational and program interrelationships impacted; successfully negotiate the differences with the stakeholders and results in acceptance by management and senior leadership.
  • Ability to gather, view, and analyze all forms of information in detail.
  • Ability to breakdown the complex whole into components to examine each individually and provide analysis for each component.
  • Ability to work with graphical information (statistical charts).
  • Ability to measure and analyze data and organize information.
  • Ability to communicate effectively both orally and in writing.

Additional information

Salary is dependent on experience and/or education. Salary is inclusive of locality pay.
