This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit & appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the Military Surface Deployment & Distribution Command, 596th U.S. Army Transportation Brigade, Police & Security Division, located at Southport, North Carolina. The Department of Army Civilian Police Officer (DACP), serves at the one of two Military Ocean Terminals.

Duties

Help
  • Conduct waterside security patrols of U.S. Military, non-military, and foreign ships.
  • Perform protection duties to deter unauthorized access to installation.
  • Exercise search and arrest authority to apprehend suspects
  • Perform required lifesaving first aid in the event of an emergency.
  • Respond to and investigate emergency calls.
  • Protection of life and property on the installation.
  • Maintain qualifications with assigned weapons.
  • Operate a firearm in the performance of duty in accordance with proper procedures.
  • Conduct traffic Law Enforcement patrol using specialized equipment.
  • Establish an incident perimeter to defeat attackers as a member of the tactical team.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver from the Office of the Provost Marshal General.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
  • Incumbent must meet the requirements of AR 190-56.
  • Successfully pass a pre-employment and recurring medical /psychiatric evaluation.
  • Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Pre-employment and annual drug screening is required.
  • This position is considered Mission Essential. In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Must obtain and retain one or more of the following U.S. Coast Guard licenses: Small Boat Captains Operator of Un-Inspected Passenger Vessel (OUPV) License, U.S. Army Marine Certification within a year of being appointed to this position.
  • Position is designated Key.
  • Positions requires heavy lifting up to 50 lbs.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes working on a police force or as a military police officer; knowledge of laws, regulations, law enforcement operations, law enforcement practices and techniques; maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Additional Condition of Employment: Within the first 2 years, Harbor Patrol members, must complete a swim assessment, Basic Maritime Officers course (BMOC), Advanced Basic Maritime Officers course, Rescue Boat Operations course, National Association of State Boating Law Administrators (NASBLA) courses-Basic Crew Member, Boat Search and Rescue and Tactical Operator, Boat safety course and MOT personnel qualification standard. Failure to complete the training requirements could lead to disciplinary actions.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year probationary period may be required.
  • Direct deposit of pay is required.
