The primary purpose of this position LEAD QUALITY ASSURNCE SPECIALIST, NH-1910-03, is to serve as a Team Leader responsible to their supervisors or managers for assuring that the work of their assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities.

Duties

Help

  • Perform technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
  • Consistently exercise independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development.
  • Serve as subject matter expert lead in one or more logistics areas to include but not limited to base-level/depot/ industrial maintenance and operations and supply chain management and their associated programs and/or information systems.
  • Establish metrics and analysis systems for management of programs and personnel.
  • Develop and deliver a variety of complex and briefings and written documents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the NH-1910 Quality Assurance Series.

SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date of this announcement will have, at least one year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level, pay band (NH-02), or equivalent (pay schedule, pay band, etc.) and is described in detail in my resume. Specialized experience is described as monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas; Examples include: reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; identifying inadequacies and requesting corrective action; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and/or reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, direct, mentor, and motivate the staff of subordinate team members.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

PHYSICAL EFFORT: The work is sedentary. May require some walking, standing, bending, carrying and/or lifting of light items like papers or books. No special physical demands are required to perform the work.

WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has been designated as Emergency Essential (E-E). In the event of a crisis, selectee must perform the E-E duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
