Ability to develop and implement the organizational vision that integrates program goals, priorities, values, and other factors.   • Prepares staffing schedules based on customer priorities. Plans and assigns work on a daily, weekly, monthly, and annual basis.
  • Identifies developmental and training needs of employees, providing for and arranging for needed development and training.
  • Promotes "I CARE" both in direct interactions with staff and Veterans as well as in the decision-making process and evaluation of subordinates. Visibly demonstrates the Core Values in interactions with Veterans, staff, and other stakeholders. Makes staff feel comfortable about disclosing errors and close calls while maintaining professional accountability. Holds employees accountable for appropriate levels of performance and conduct. Protects staff from retaliation for raising concerns about quality, safety and business integrity. Demonstrates professional and personal integrity at all times. Designs and implements strategies that optimize employee performance, connects the organization horizontally and vertically, and fosters core values and high ethical standards in meeting the organization's vision, mission, and goals. Promotes a learning organization and employee engagement. Ensures employee performance plans are aligned with organization's goals and objectives by establishing elements and standards that link employee performance to the Department's mission and goals, VA Choice Act requires (where applicable), and seeks and considers employee input. Also ensures employees are realistically appraised against clearly defined and communicated performance standards. Recruits, retains, and develops the talent needed to achieve a high quality, diverse workforce that reflects the nation; possesses the skills needed to accomplish objectives in the organization's strategic plan.
  • Participates in Interview Panels and makes recommendations regarding hiring decisions and tours of duty needed.
  • Assists in orienting new employees to the department and their duties.
  • Responsible for the direct supervision of day-to-day operations in SPS, regardless of tour of duty, including reusable medical equipment (RMD) reprocessing for all clinical services.
  • Resolves informal concerns and grievances from employees. Refers group grievances and more serious unresolved complaints to the Assistant Chief or Chief.
  • Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
  • Develops work improvement plans, recommending personnel actions as necessary.
  • Advises the Assistant Chief and Chief, SPS of problems in the organization's activities, and provides input to the Assistant Chief that may lead to disciplinary actions, such as counseling and formal disciplinary action, within the framework of progressive discipline; recommendation may include termination, especially separation during the probationary period.
  • Relates to assessing, analyzing, acquiring, and administering human, financial, material and information resources that places a high priority on a culture of compliant business integrity, instills public trust, and accomplishes the organization's mission.
  • Executes the operating budget, prepares budget requests, and aligns resources to deliver sustained value to Veterans.
  • Supports the executive in the development and execution of tactics in the VHA Modernization and Operational Plan.
  • Adjusts assignments during the workday to complete long and short-term priorities.
  • Identifies and recommends equipment and supply needs.
  • Required to be Level I VA SPS Certified within 90 days of start date, and Level II VA SPS certified within 1 year of start date.
  • Ability to solicit and consider feedback from internal and external stakeholders and/or customers.
  • Coordinates with appropriate parties to maximize input from the widest range of appropriate stakeholders to facilitate an open exchange of opinion from diverse groups and strengthen internal and external support.
  • Explains, advocates, and expresses facts and ideas in a convincing manner and negotiates with individuals and groups internally and externally, as appropriate.
  • Develops a professional network with other organizations and identifies the internal and external politics that affect the work of the organization.
Work Schedule:3:00pm-11:30pm Monday-Thursday and occasional 2:00pm-10:30pm

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

BASIC REQUIREMENTS:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • 1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR
  • (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR
  • 3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

REQUIREMENTS FOR GS-0622-08 SUPERVISORY MEDICAL SUPPLY TECHNICIAN:
(a) Experience. One year of experience equivalent to the next lower grade level (GS-7)

(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
  1. Ability to manage, interact and deal with individuals of varying backgrounds.
  2. Ability to direct staff and manage tasks to be completed.
  3. Ability to oversee and supervise all aspects of decontamination, preparation, sterilization, monitoring, and distribution of RME.
  4. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues.
Assignment: The Supervisory MST functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work. Oversees attendance and leave, including approval of sick and annual leave and vacation schedules. Informs higher level management of anticipated vacancies or increases in workload. Holds corrective interviews with employees, referring disciplinary problems to higher levels of management. Resolves informal complaints of employees and deals with union representatives on personnel matters. Provides technical supervision necessary for accomplishing the work of the organizational unit.

The full performance level of this vacancy is GS-8.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. The William S. Middleton Memorial Veterans Hospital in Madison, WI ( http://www.madison.va.gov/) is an 131-bed acute care facility which provides tertiary medical, surgical, neurological, and psychiatric care, and a full range of outpatient services. This facility serves 130,000 Veterans who live in 15 counties in south-central Wisconsin and in five counties in northwestern Illinois. The Madison VAMC is also the specialty care referral center for an additional 57,000 Veterans who reside in the Tomah VAMC primary service area, is affiliated with the University of Wisconsin School of Medicine and Public Health, and is physically connected to the University of Wisconsin Clinical Science Center which includes the UW Hospitals and Clinics, and supports a Vet Center in Madison.
