Summary

This position is responsible for providing business and administrative management, coordination and leadership, working closely with VA/VHA Program Offices, contractors, VAMCs in the field and other organizations providing appropriate expertise, advice, and support as necessary to the needs of the program. The incumbent will have supervisory responsibility over approximately 19 employees located in the ILEAD headquarters.

The major duties of this position include but are not limited to:

  • Directs the Human Capital issue for ILEAD and it's subunits. Responsible for furthering the goals of Inclusion Diversity, Equity & Access(IDEA) and High Reliability Organization.
  • Analyzes and evaluates designs, studies, proposals, ideas and best practices and provides expert feedback and consultation.
  • Provides support in the areas of policy formation, directive development, and coordination of academic, business and administrative issues.
  • Through supervision and management of the internal ILEAD business support function, acts in a liaison capacity with all major VHACO support service entities by exercising managerial responsibilities in the form of coordinating, reviewing, and evaluating the effectiveness of administrative and operating policies, regulations, and procedures.
  • Serves as the key staff advisor to the ILEAD Chief Learning Officer (CLO). Under very broad and general supervision, the position has direct responsibility for assisting the CLO in all management matters.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2026.

Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.

You must have one year of specialized experience equivalent to a GS-15 for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Developing, reviewing, and interpreting various regulations, legislative proposals, polices and directives pertaining to resources, budget, programming, financial, business strategy, facilities and infrastructure operations.
  • Overseeing interagency operations between VHA and other government departments such as Department of Defense (DoD). Working in concert with senior management throughout VHA and VA, as well as other external agencies as necessary, to establish and preserve unity of purpose in an environment of constantly changing workloads, shifting priorities, reorganizations, reshaping/reengineering, and streamlining initiatives.
  • Developing short and long-range organizational plans based on immediate needs and anticipated changes in workload, missions, functions, and resources.
  • Planning and conducting quick reaction studies, analysis, and professional writing, providing rapid, incisive, executive level analysis and support to respond to the VHA requests.
  • Evaluating proposals for systems and/or programs required to meet existing or anticipated operational problems, challenges and changes in the strategic communication environment. Applying a wide variety of analytical tools such as multi-module estimation, normalization, performance matrices, quantitative and quantitative analysis, program evaluation review techniques, and decision theory in the evaluation of all available options.
You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
