Duties

Help
  • You will serve as an IT Specialist (SYSADMIN/NETWORK) in the Unified Atlantic Regional Network Operations Center (UARNOC) CENTRIX Division (N32), Operations Department (N3) of the Naval Computer and Telecommunications Station.
  • You will plan, schedule and install new program of record (POR) and non-POR system upgrades.
  • You will assist with coordinating Authorized Service Advisories with the Command tactical planners and assist installers with completing the System Verification and Operations Test (SOVT).
  • You will work with the Electronics Maintenance Department to ensure all POR deliverables are provided to users.
  • You will provide Tier II support to UARNOC and establish and maintain connectivity between sites.
  • You will resolve technical issues escalated by Tier I Watch.
  • You will promptly escalate issues to Tier III engineering for assistance.
  • You will provide training to Tier I watch personnel.
  • You will ensure all information security and assurance policies, principles and practices are applied and maintained according to the Department of Defense and Navy directives.
  • You will implement and execute security procedures along with managing and administering security tools.

  • This is a Cyberspace Workforce position, work role code 451, proficiency level INTERMEDIATE the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Maintaining systems across multiple hardware and software platforms.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Working toward resolving network issues and problems with technicians and computer engineers.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Documenting responses to security issues.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Detecting and reporting problems.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:

-Experience identifying and resolving issues and performing necessary maintenance, installation, testing and configuration of network systems.
-Experience maintaining Active Directory structure.
-Experience configuring and optimizing network servers, hubs and switches.
-Experience developing backup procedures and recovering systems in the event of hardware or software failure.


This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-11.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Successfully completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
