Serves as the Personal and Professional Readiness (PPR) Branch Head within Marine and Family Programs, Marine Corps Community Services (MCCS): Uses a superior level of expertise and interpersonal skill in Marine and Family Programs, outreach, training and education, advisement services, and specialized program and services management to provide oversight of and monitor PPR programs that include: Transition Readiness Program, Credentialing/SkillBridge, Family Member Employment Assistance Program, Volunteer Management Program, Voluntary Education Program (including Tuition Assistance), Library Programs, Information, Referral and Relocation, Personal Financial Management Program, and Marine Corps Family Team Building. Reports to the Marine and Family Programs Director or their designee.

Oversees administration, management, coordination, development, and execution of all PPR services. This includes oversight and management of operation of several facilities; full scope of complex programming; related services and supervision of financial, personnel and property resources and high visibility installation level programming consisting of policy development, planning, implementation of services and execution of associated initiatives. Independently oversees day-to-day operations of the full scope of programming that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency with characteristics that complicate operations such as: wide dispersion of activities, various shifts of operations and/or a large and/or diverse population. Monitors project activities to mitigate risks and maximize resources that can have effects on operations and large groups of people.

Serves as primary point of contact and advisor to higher-level management on the operation, evaluation and improvement of functional effectiveness, productivity and efficiency of PPR activities.

Serves as the Accounting Officer (AO) and is responsible for all purchasing requirements for PPR.

Serves as the liaison between commanders, command leadership, unit-level personnel supporting PPR programs within the unit including Uniformed Readiness Coordinators (URC), Unit Transition Coordinators (UTC), Unit Education Officers (UEO), Command Financial Specialists (CFS), and other Marine and Family Programs/ MCCS divisions for all PPR functions to ensure training provided by PPR is completed on time and as outlined in PPR policy. Monitors deployment cycles and possible military contingency plans and facilitates the coordination of PPR training to support deployment preparations and required trainings that will be due during deployments.

Ensures compliance with the Volunteer Management Program policy. Coordinates and plans volunteer recognition in the absence of a designated Installation Volunteer Coordinator. Uses expertise to provide oversight and expert level guidance on developing and providing responsive programming to support commands, Marines, and eligible patrons in achieving and maintaining personal and professional readiness.

Management 
Serves as a Branch level Manager and recognized expert to independently oversee day-to-day operations of the ongoing Personal and Professional Readiness Programs of large scope and/or involving significant diversity, difficulty and responsibility.

Supervisory responsibilities include: assigning, distributing, evaluating work, coaching, counseling, tutoring and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.\

Provides expert presentations and briefings on all aspects of the installation Personal and Professional Readiness programs.

Qualifications

BACHELOR'S DEGREE from an accredited college or university in personal and professional development, education or a related field appropriate to the work of the position AND FOUR YEARS of progressively responsible experience in program management, budget analysis, and supervision within the field of personal and professional readiness OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. A Master's level degree in related field is preferred.

The following is required: Professional knowledge to evaluate military life conditions impacting personal and family readiness of Marines and their families and support systems existing in public and private sectors. Excellent organizational and communication skills (oral and written). Knowledge of military structure and protocol; executive management and leadership skills at a level to effectively plan, coordinate and direct PPR services and operations; a thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements; knowledge of military life, family dynamics, separation, effects of deployments, and ability to assess needs, measure effectiveness and make improvements; skills to deal effectively with social, family and individual problem situations; ability to deal effectively with superiors, subordinates, vendors, and the public. Must be able to give briefs in various settings to senior leadership
and a variety of audiences. Skill to supervise employees in the accomplishment of work.

Must be able to accommodate a flexible work schedule to include weekend and nighttime family briefs/programs. Must be able to travel to support PPR functions.

Expertise in transition assistance support and training, lifelong learning programming and services, libraries, personal financial management training and counseling, Montgomery GI Bill (MGIB) program and resources, relocation assistance, family member education and assistance, and information and referral service.

Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (CNACI) background checks which are required for positions that
involve working with children under the age of 18.
