The Psychology Program Manager serves as the Primary Care Behavioral Health (PCBH) Psychotherapy Program Coordinator and is administratively responsible for co-located psychotherapy programming and Peer Support within PCBH at CAVHS and affiliated CBOCs. This position also serves as the primary supervisor for psychotherapy and Peer Support staff assigned to the PCBH program.

Duties of the PCBH Psychotherapy Program Coordinator include, but are not limited to:

The PCBH provider completes functional assessment, triage, brief intervention, education and consultative services regarding a wide range of mental health and behavioral medicine concerns, on referral from primary care providers and allied PACT members.


Non-Clinical, Supervisory Functions:As the PCBH Program Coordinator, the incumbent assigns, directs, and reviews the work of subordinates. The incumbent plans and carries out the training and development of employees, evaluates employees' work performance, initiates action for selections, promotions, status changes, awards, disciplinary actions, and separations; plans, schedules, and coordinates work and solves problems related to the work; determines material, equipment, and facilities needed; explains and gains support of employees for management policies and goals, in addition to working to achieve the objectives of government-wide personnel programs and policies; and deals effectively with employees and union representatives on employee suggestions, complaints, grievances, and other matters involved in the day-to-day administration of the labor management agreement. In addition to these supervisory responsibilities, the incumbent advises management on the establishment of program and production goals, priorities, and major work schedules, develops costs and budget analyses and forecasts, and determines long-range staffing requirements.

Additionally, the incumbent:
  • Directly supervises an interdisciplinary staff including 3 FTEE Staff Psychologists, 2 FTEE Senior Social Workers in CBOCs, 2 FTEE Social Workers, and 1 FTEE Peer Support Specialist. The incumbent oversees and coordinates a variety of treatment activities with psychiatrists, psychologists, social workers, vocational rehabilitation specialists, dietician, pharmacist, and recreational therapist.
  • Responsible for analyzing and evaluating professional and technical competency of staff assigned to the program and is accountable for planning and providing staff development and training to address identified deficiencies and to maintain and enhance skills. S/He provides leadership, direction, orientation, coaching, in-service training, staff development and continuing education programs for assigned staff.
  • Ensures that all subordinate staff works cooperatively with other staff members in matters related to individual patient treatment, total program planning, and community relations.
  • Responsible for knowing, understanding, implementing, and monitoring a management system of work measurement, outcome measures, quality review, program evaluation, and accountability. The incumbent is responsible for identifying and correcting deficiencies recognized through a systematic analysis of the program`s operation. The incumbent is also responsible for the continuous improvement of quality in the program and implementing actions for PCBH performance monitors.

Work Schedule: Monday-Friday, 7:30am-4:00pm or 8:00am-4:30pm (Subject to change based on needs of the service)

Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Education:
1. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills.
OR,
2. Have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are applying for;
OR,
3. Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature,
AND
Internships:
1. Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed;
OR,
2. New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR,
3. VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;
OR,
4. Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification).
OR,
5. Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.

NOTE: Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard.

Licensure - Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

Psychology Program Manager, GS-14:
Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:

  1. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
  2. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
  3. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
  4. Skill in managing and directing the work of others to accomplish program goals and objectives.
  5. Ability to translate management goals and objectives into well-coordinated and controlled work operations.
  6. Ability to establish and monitor production and performance priorities and standards.
  7. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Preferred Experience:
  • 2+ years of experience with PCMHI certification as CCC
  • Knowledge and facility with computers, navigating data dashboards and presenting data in visual formats
  • Demonstrated success in teamwork, collaboration, conflict resolution, and interpersonal effectiveness especially in busy settings
  • Experience providing clinical supervision
  • Experience managing a clinical process or programmatic area
  • A strong background in the provision of brief, individual and group evidence-based therapies (i.e., Motivational Interviewing/Motivational Enhancement Therapy, Behavioral Activation, Mindfulness and Acceptance-based interventions, Problem Solving Therapy, Cognitive-Behavioral Therapy for Insomnia, Cognitive-Behavioral Therapy for Chronic Pain, Written Exposure Therapy, and Processing Emotions in Primary Care)

The full performance level of this vacancy is GS-14.

Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.

Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
