The selectee will serve as an Administrative Specialist in the Office of the Chief Information Officer. This position provides direct support to the Chief Information Officer (CIO) and assists with executive functions, including coordinating strategic initiatives, managing communications, and facilitating decision-making processes for senior leadership. Typical work assignments include:

  • Managing a variety of administrative operations including but not limited to financial/budget administration; billing; travel and credit card purchases; training; audit and inspections; recruitment; evidence and inventory controls; property inventory; record management; and human resources management and administrative functions.
  • Advising internal and external stakeholders on all procedural and administrative functions.
  • Ensuring administrative functions associated with financial obligations requiring contracting and procurement of vendor services are conducted in accordance with applicable policies and procedures.
  • Establishing and continually reviewing, updating, developing and recommending effective Standard Office Procedures (SOPs) which impact the orderly and efficient flow of work within the office, and with other internal and external stakeholders.
  • Analyzing reports and other numerical information to quantitatively and qualitatively evaluate the efficient use of information and data analytics.

Qualifications

You qualify for the GS-11 level (starting salary $85,447.00) if you possess one year of specialized experience equivalent to the GS-09 level performing duties such as:

  • Providing administrative support to an organization/office;
  • Advising management and staff on administrative policies and procedures;
  • Coordinating with stakeholders to track and complete administrative taskers across an organization; and
  • Utilizing a variety of office automated programs to generate reports, graphics, charts, and presentations.
OR
  • Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
  • A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (for equivalent) by 18. Add the two percentages.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
