This position is located in the Architect of the Capitol (AOC), Superintendent Library Buildings and Grounds, Assistant Superintendent, Facilities Operations Division, Maintenance Branch. Serving as a Pipefitter Supervisor with emphasis on troubleshooting, repairing and installing pipefitting system components in assigned Capitol Complex work sites that include extensive grounds and arboretum, monumental historic buildings with a complex infrastructure.

TOUR OF DUTY: Monday - Friday, 4:30 am to 1:00 pm

Supervisory Responsibilities 

Performs a full range of administrative and technical supervisory functions for subordinates. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Practices non-discriminatory, non-retaliatory employment actions to prevent unlawful discrimination based on race, color, religion, sex, national origin, sexual orientation, genetic information, age or disability. Provides for employee skills enrichment through job related coaching, mentoring and training.

Plans use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedules, methods and policies set by higher-level management. As required, coordinates work with supporting or related work functions controlled by other supervisors. Determines how many assignments can be done concurrently, which ones can be delayed and the number and types of employees needed, considering skills, personnel, material and equipment available and required. Responsible for current and future work schedules, staffing needs, estimates and recommendations as to scheduling projected work.

Assigns work to employees through subordinate Assistant Pipefitter Supervisor and/or Leader and provides technical direction and assistance in accomplishing the work. Observes work in progress, investigates work related problems (e.g., excessive costs, low productivity, workload imbalance and acquisition or development of specialized tools, etc.) and determines causes. Implements corrective actions to resolve work problems. Establishes or revises standard operating procedures for the work operation.

Directs high quality installation and repairs by locating and tapping main lines, setting up system routes, placing and cutting route openings, placing hangers for proper level and slope and determining and installing valves, traps and unions needed for proper operation of the system. Ensures proper routing and placement of systems leading to equipment and seating, hooking up and testing the equipment.

Inspects and troubleshoots piping system equipment and fixtures. Using specifications and plumbing codes, fixes and replaces pipes, fittings and water and storm drainage systems. Replaces commodes, lavatories, showers, water heaters, hot water tanks, water pumps and sprinkler systems and/or landscape irrigation.

Plumbing and Pipefitting Maintenance and Repair 

Uses accepted trade methods and a variety of manual welding processes to weld all types of commonly used metals in various shapes, sizes and thicknesses. Uses a wide range of metal welding processes to make more difficult welds meeting close tolerance, strength and other requirements. Devises special jigs and fixtures to hold the parts to be welded. Lays out and plans work from blueprints, sketches, drawings, specifications and work orders.

Restores pipe, steam traps and relief and control valves. Uses unions, flanges and sweating to attach pipes. Attaches pipe sections by screwing, bolting, brazing, welding, gluing, fusing and soldering.

Replaces steam heating, steam-generating or radiator systems and fixes high-pressure piping systems and equipment. Fixes, adjusts and replaces sewage or water systems, showers and fire sprinkler systems. 

Based on duties assigned, employees may require knowledge of hazardous (e.g. lead paint and solvents) and universal (e.g. lamps and batteries) waste management requirements to ensure compliance with environmental regulations in performance of duties (e.g. decide hazardous material is no longer needed and will be disposed, select containers for waste accumulation, add waste to containers, label containers, move waste to and from waste accumulation sites, manage waste accumulation sites. Supervisors will provide waste management guidance and answer questions concerning waste management.

  • Communication – Effectively communicates electronically, telephonically and verbally in person as appropriate with Management Officials, Peer Level Supervisors, Subordinate Staff Members and External Clients to the Jurisdiction.
