This position is located in the Fleet and Family Readiness Program (FFRP) Service Center, at Keyport, Washington. This position is responsible for miscellaneous support functions for 1000+ non-appropriated fund employees assigned to sports, fitness and recreation; lodging, food and beverage business activities; child and youth programs; and warfighter support programs including Wounded Warrior and Navy Gold Star programs for three major naval installations in the Pacific Northwest.

Help

The incumbent provides technical support in recruitment and placement activities for a wide variety of positions. Duties include the whole process, from developing and posting vacancy announcements to onboarding of the selected employee(s). Coordinates development of job announcements and is responsible for submitting ads to local newspapers. Modifies or update announcements as required.

Receives, screens and evaluates all applications submitted on the basis of experience and educational requirements for a variety of occupations, e.g., service, technical, professional and administrative. Ensures candidates meet minimum qualifications and applies position crediting plan to determine highest qualified to include on a certificate of eligible candidates for hiring manager consideration. Assists with interviews and conducts reference checks on potential hires.

Assists and coordinates pre-employment requirements with co-workers and other departments including security background checks, obtaining fingerprints, telephone references, validating education requirements and special certifications, drug testing and medical screening.

Provides in-person orientation for all new employees and assists individuals in completing the required appointment forms, e.g., Designation of Beneficiary. Initial orientation includes, but is not limited to: introduction to NAF employment, brief on mission and guiding principles, explanation of benefits and base privileges, pay and timekeeping policies, performance appraisal process, leave accrual and use, and critical Agency policies such as Sexual Harassment, Violence, Equal Employment Opportunity, Ethics and Reporting Injuries.

Serves as point of contact on all Request for Personnel Actions (SF-52's) prepared and forwarded by each activity in assigned area of responsibility. Utilizes approved systems for processing and storage of actions and follows prescribed guidelines for entry and maintenance of personnel data. Actions encompass a full range of recurring types of official personnel actions for the region such as accessions, separations, position changes, transfers, cost center changes, pay adjustments, name or address changes, etc. Determines appropriate nature of action, regulatory authority, etc., ensuring action is appropriate for intended purpose. Advises supervisors and management representatives how to complete and submit requests for processing.

Maintains complete and accurate files on all non-appropriated fund employees. Periodically reviews to ensure that performance evaluations and within grade increases (when applicable) are being completed timely and accurately.

Reviews personnel action requests for accuracy, resolves discrepancies and completes missing information. Determines benefit eligibility, creditable service (e.g., SCD's) and follows up on suspense actions, (e.g. probationary and trial periods, WGI's, etc.). Determines position FLSA from files and routine pay adjustments. Determines necessary documents needed to support the transaction and ensures supporting documentation required is present, complete and arranged in proper sequence, and that necessary steps are taken for subsequent routing and filing. Refers anomalies to management for resolution.

Enters/maintains actions and data in approved automated personnel systems records for tracking, historical and statistical purposes. Determines appropriate coding and ensures actions are entered timely. Reviews actions generated for accuracy and corrects errors. Requests assistance and reports errors or unusual situations to the system administrator or help desk and follows through to resolution.

Prepares correspondence, emails, letters, and reports for internal employees and external applicants on a routine basis, applying clear, concise communication skills and professional tact in all communications.

May be assigned responsibility as local administrator of the employee benefit program including determining eligibility, processing enrollments, and explaining basic features, e.g., cost, coverage, time limits for filing. Reviews forms for completeness, eligibility and proper effective date. Assures proper closeout or portability of benefits for employees separating or transferring to/from other activities. During "Open Enrollment" duties may include site visits, conducting benefits fairs, distributing materials, and follow up with employees.

May be assigned as point of contact for specific human resources functions to include, but not limited to: awards and recognition; reasonable accommodation; drug testing; personnel security; equal employment opportunity; compensation; web management; employee relations, etc.

May be assigned other duties as assigned based on qualifications and abilities.

Must meet Federal Employment suitability requirements and successful completion of background investigation.

Valid Washington State driver's license is required.

Qualifications

Qualified candidate must have at least one year of administrative experience including six (6) months strong experience in recruiting and applicant screening, staffing principles and employment practices. Must possess a demonstrated knowledge and skill in applying personnel concepts, practices, laws, policies, rules, regulations, precedents, and procedures to perform a variety of routine and complex assignments.
Must be familiar with federal employment practices and the organizational structure of the activities served.
Knowledge of NAF organizations, personnel regulations, principles and concepts is desired. Skill in oral expression to explain processes and procedures, and the ability to make decisions and resolve problems or discrepancies is required.
Experience and knowledge of computer applications and software is required. Must possess the ability to multi-task and prioritize projects with deadline achievement.A degree or training in human resources or related field would be an asset to the position.
Requires approximately 10% travel. Must be able to travel to any installation 1-2 times per month.
