Duties

Help

The primary purpose of this position is: To serve as Contingency Plans Analyst/ Military Support Specialist in the Plans Division for North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) J5.

  • Responsible for developing and coordinating contingency plans through the Joint Planning and Execution Community (JPEC) in support of national objectives in response to Secretary of Defense (SecDef) and Chairman, Joint Chiefs of Staff (CJCS) direction.
  • Provides expertise on theater campaign plans, strategic assessments and contingency planning.
  • Writes, develops, edits, and revises papers, formal briefings, instructional documents, meeting notes, articles and formal documents in support of the NORAD and USNORTHCOM missions.
  • Complies with security directives regarding use, dissemination, and securing of classified information.

  • This is a Centralized position in the Operations career field.

  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoW Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
  • IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, 0301 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes Knowledge of Joint Operation Planning and Execution System (JOPES), the Joint Planning Process, the Adaptive Planning and Execution (APEX) process, and the DOW, Joint Staff, and Services vision and strategic planning documents and development processes. Knowledge of Joint operational doctrine and the relationships between the various Combatant Command missions and organizations, and the respective agents for those commands involved in overall planning and executing military operations and evaluations, and how strategic and operational planning and wargaming supports them. Knowledge of Federal planning systems and documents, and the roles and responsibilities of interagency partners. Knowledge of bi-national, bilateral, Canadian Department of National Defense, DOW, Joint Staff, and Services strategic guidance documents and development processes. Knowledge of N&NC crisis response processes and the command-and-control systems used by the commands and subordinate headquarters.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Joint Operation Planning and Execution System (JOPES), the Joint Planning Process, the Adaptive Planning and Execution (APEX) process, and the DOW, Joint Staff, and Services vision and strategic planning documents and development processes.

  • Knowledge of Federal planning systems and documents, and the roles and responsibilities of interagency partners. Knowledge of bi-national, bilateral, Canadian Department of National Defense, DOW, Joint Staff, and Services strategic guidance documents and development processes.
  • Ability to perform strategic analysis of National, interagency, DOW and Joint Staff strategy and policy. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior N&NC leadership use and decision- making.
  • Skill in the application of planning expertise as it applies to assigned programs and strategic and long-range planning functions. Ability to develop campaign and contingency plans in support of N&NC objectives and mission. Knowledge of N&NC crisis response processes and the command-and-control systems used by the commands and subordinate headquarters.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Skill to negotiate and defend ideas and support exercise concepts. Knowledge of safety and security regulations, practices and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
