Help

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to provide for the inventory and safe storage of seized illegal narcotics and prohibited goods that have not met the requirements for entry into the U.S. This position starts at a salary of $55,107.00 (GS-07, Step 1) to $87,627.00 (GS-09, Step 10) with promotion potential to $127,082 (GS-12 Step 10). Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to provide for the inventory and safe storage of seized illegal narcotics and prohibited goods that have not met the requirements for entry into the U.S.

As a Seized Property Specialist, you will become a key team member of Homeland Security professionals overseeing the inventory and safe storage of seized illegal narcotics and prohibited goods. Typical work assignments include:

  • Ensuring the timely and accurate update of the CBP automated property tracking system within the established timeframes and maintaining a current and complete seized property file
  • Assisting with determining special handling requirements for hazardous materials, biohazardous, and any other property requiring special transportation and/or unique handling
  • Assisting with plans, preparations, and participating in seized property destruction operations
  • Maintaining national CBP automated systems access

Qualifications

Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Reviewing and updating automated data systems
  • Reviewing seized property documentation for accuracy and completeness
  • Assisting with determining special handling requirements for hazardous materials and any other property requiring special transportation and/or unique handling
  • Assisting with reviewing seized property management reports and providing assistance with organizing work as directed
  • Supporting with the turnover of seized property for storage
Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Utilizing automated systems to identify and account for all seizures
  • Assisting with the reviews of seized property documentation for accuracy and completeness and as necessary, requests additional information
  • Assisting in the timely and accurate updating of the automated property tracking system within the established timeframes and maintaining a current and complete seized property file
  • Assisting with plans, preparations and participating in seized property destruction operations
  • Assisting with monitoring the turnover of seized property for storage in the permanent seizure vault or to the national seized property contractors to ensure compliance with established timeframes

Education Substitution: GS-7: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the skills necessary to do this job. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.

OR A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. GS-9: A Master's degree, two full years of graduate education, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hour.

Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/05/2026.

Polygraph Examination: CBP has the authority to conduct a polygraph for the SEIZED PROPERTY SPECIALIST position, however, at this time a polygraph is not a pre-employment requirement. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 5 weeks of paid training in Glynco, GA You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

The incumbent must have attended or will attend, within 12 months of entering duty/upon selection, the Custody and Management of Seized Property basic training course. In addition, the incumbent must have successfully completed/passed this training course requirement. There will be no key/alarm/combination lock access into the permanent seizure vault, until the successful completion of this training course.

Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. Motor Vehicle Operation: You must possess a current valid State driver's license at the time of appointment.

Must be able to drive/operate light wheeled and 4-wheel drive vehicles (e.g., forklift, cargo van, etc.).

Certification: Successful completion/certification in both the OC Spray and the CSB is required at the basic training academy.

Communication Device: Incumbent may be required to carry an electronic communication device.

Data Systems: Incumbents must maintain the ability to access all data systems necessary for duty execution.

Uniform: Incumbent is required to wear a DHS issued uniform.

Overtime: This position may also require unscheduled overtime and extensive travel for extended timeframes.

Physical Demands: You must have the physical ability to climb up and down gangways, lift heavy objects, stoop, kneel, and bend.
