Duties

Help

  • Plans and lays out work from blueprints, rough sketches, construction drawings, surveys, and work orders. Uses and maintains tools and equipment. Maintains bench stock levels of parts, materials, tools, and equipment atprescribed levels.
  • Performs masonry tasks involved in the maintenance, repair, alteration, and construction of interior and exterior surfaces and structures.
  • Performs work in the application and finishing of plaster surfaces in the construction and repair of interior walls and ceilings and stucco exterior walls.
  • Maintains, repairs, and constructs cement and concrete surfaces. Utilizes safety practices and procedures following established safety rules and regulations and maintains asafe and clean work environment.
  • Computes concrete requirements and operates a cement mixer to mix and prepare concrete ensuring that proper amount of cement, sand, stone, and water are used.

  • The selectee must sign statements acknowledging the position is identified as a TDP.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3600 Structural And Finishing Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a MASONRY (STRUCTURAL FINISHER) without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of masonry and plasterer methods and techniques; the methods, sequences, and techniques of cement work; and the techniques and procedures of brick, block, and stonework and skill in cutting and shaping to complete corners.
2. Knowledge of safety regulations, practices, and procedures; and of regulations, procedures, and policies related to records maintenance and documentation.
3. Skill in constructing, installing, repairing, and modifying structures; in setting forms in curved and straight lines; and to perform decorative brickwork through placement of brick of different colors to create various designs and patterns.
4. Ability to produce finished products with precise fits, accurate dimensions, structural soundness, and finished appearance; to apply safety and environmental standards and requirements; and to use and maintain power tools, hand tools, and related equipment.
5. Ability to read and interpret complex blueprints, diagrams, sketches, and technical specifications.
6. Ability to communicate effectively, both orally and in writing.

PHYSICAL EFFORT: Employee is frequently required to perform heavy lifting up to 90 pounds in carrying bricks, block, stone, and sand.Employee is continually required to stand, walk, climb, and bend while working and must frequently climb laddersand scaffolds. When performing cement and plaster work, employee is required to perform heavy lifting up to 100pounds while carrying cement, mortar, scaffolds, ladders, and other materials. Cement work requires extensive standing, walking, kneeling, and bending.

WORKING CONDITIONS: Works inside shops and outside at job sites. At job sites, may be exposed to a variety of weather conditions and issubject to danger of falling when working from ladders and scaffolds and subject to cuts, bruises, and contusions.Uses protective devices such as hard hats, safety shoes, safety glasses, respirators, and gloves. Employee is alsoexposed to dust and dirt while mixing mortar and while handling various masonry materials.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
