Major duties but are not limited to:

  • Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications.
  • Assistance provided to monitor activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements.
  • The incumbent must possess the ability to organize work, set priorities, meet multiple deadlines and evaluate assigned program area(s).
  • Makes decisions regarding individual caseload priorities and workload activities in collaboration with treatment teams and
    based on the patient's needs, goals, and objectives of the team and the VA Health Care
    System.
  • Implements, evaluates, and coordinates Quality Assurance standards for the Physical Therapy, TBI, STRIDE, CIIRP and emergency department programs.
  • Supports the medical directors/supervisors of the physical therapy, TBI, CIIRP, and Amputee programs with access, space needs, monitoring utilization, equipment needs, proper clinic practices, evaluating missed opportunities, and monitoring compliance for accrediting bodies.
  • Incumbent directly supports the Physical Therapy Section and PM&RS clinical programs as a participant of the Quality Assurance committee, scheduling meetings, coordinating responses to action items, and gathering supporting data. Determines resource needs and allocation of resources and evaluating their effective use.
  • Knowledgeable in conducting special analytical studies to resolve critical programmatic, organizational, or functional problems that require specific skills in the application of scientific methodologies in problem solving, identifying feasible alternatives, and recommending appropriate action in each given situation.



Work Schedule: Monday thru Friday, 7:00am-3:30pm Alternative schedules may be available.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education and experience. The individual must meet at least one of the requirements below: (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy.
Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.

Grade Determinations G-13: Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level.

In addition, the candidate must demonstrate all the following KSAs.
1. Ability to apply advanced knowledge of contemporary physical therapy within specialty area to provide clinical guidance, training or education for internal and external stakeholders.
2. Ability to serve as a consultant within the assigned program area for intra-agency and interagency planning and to provide service coordination to optimize program continuity, efficiency and effectiveness.
3. Knowledge of and skill in management, administration and/or education 11 methodologies. This includes the ability to monitor and track data, utilize available resources effectively, evaluate program quality, and generate reports for local, and/or VISN and/or VACO leadership.
4. Ability to develop and coordinate treatment and/or educational programs within a concentrated field or specialty area, such as, but not limited to, amputee, spinal cord injury, chronic pain, student clinical education/residency programming, polytrauma/traumatic brain injury.
5. Ability to establish and maintain collaborative relationships within department and with other departments or affiliated programs.
6. Ability to guide the work of a multi-disciplinary team.

Preference: Preference will be given to candidates with demonstrated experience and training in acute care, inpatient rehabilitation, emergency department, and outpatient physical therapy practice. Applicants should possess strong skills in patient-centered program coordination, interdisciplinary
collaboration, and clinical leadership. Additional preference will be given to individuals with experience in using data analytics to evaluate
outcomes, enhance quality of care, and support ongoing process improvement within rehabilitation services.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
