Duties

Help

Updates automated inventory management system; enters and updates systems and databases for tracking equipment and supplies; researches and processes invoices, POs, and contracts; keeps pending file of all equipment ordered; generates reports. Creates and manages purchase orders (POs) for newly requested equipment and supplies; assists in renewal and cancellation of office equipment rental and maintenance contracts; performs receiving process for PGDM. Monitors parts and supply stock levels; initiates POs for in-house repairs; issues parts to in-house maintenance technicians; maintains computer files of mechanical repairs and parts usage. Assists Lead Procurement and Operations Specialist with or acts as a liaison between PGDM and vendors in resolving contract disputes and contract enforcement issues. Resolves problems related to the procurement process; conducts debriefs following the selection process. Assists with Lead Procurement and Operations Specialist or act as Asset Custodian to create and maintain an inventory of assets for PGDM. Other duties, as assigned.

Qualifications

Required Work Experience

  • One to three years of work experience in the procurement field. 

Required Special Skills/ Knowledge

  • Knowledge of, or ability to learn, departmental rules, regulations, procedures and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
  • Knowledge of modern practices used in procuring equipment, software, and maintenance.
  • Knowledge of, or ability to learn, the Senate’s financial and inventory management systems.
  • Knowledge of effective government purchasing principles and practices.
  • Knowledge of, or ability to learn, the USPS, UPS, and FedEx shipping regulations.
  • Ability to follow established policies, guidelines and procedures for effective purchasing of goods and services.
  • Ability to work with customers in a front-facing capacity, and work as a team in a fast-paced environment.
  • Ability to operate a personal computer with proficiency in word processing, spreadsheet, and database software.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate, multi-task and collaborate effectively. Attention to detail is required.
  • Ability to work effectively with all levels of management and staff.
  • Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.

Desired Qualifications

  • Experience in procurement, operations, or administrative support within a fast-paced organizational environment.
  • Strong organizational and analytical skills with the ability to track inventory, purchase orders, and vendor activity accurately.
  • Knowledge of purchasing principles, contract coordination, and inventory management practices.
  • Ability to communicate effectively with vendors, technicians, and internal stakeholders.
  • Proficiency with computers, spreadsheets, databases, and procurement or inventory management systems.
  • Ability to follow established policies and procedures while adapting to operational needs. 
  • Strong attention to detail and the ability to manage competing priorities and deadlines.
  • A proactive, solutions-oriented mindset with the ability to identify and resolve operational issues collaboratively.

Working Conditions

  • Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • Must be able to remain in a stationary position to operate a computer and other office productivity machinery.
  • The person in this position needs to occasionally move about inside the office to confer with customers and staff.
  • Frequently move boxes/ equipment weighing less than 75 pounds for various needs.
  • Work requires employees to wear uniforms.

Education

Associate degree in business administration, public administration, or a related field.
