Duties

Help

If selected for this position, you will join a well-respected team that is responsible for the district's administrative activities related to human resources programs and other administrative functions. Typical work assignments will include:

  • Performing position analysis to determine organizational requirements.
  • Conduct staffing and recruitment activities to include developing and posting job announcements.
  • Drafting job or position descriptions,
  • Reviewing applications and applying qualification standards.
  • Issuing Certificates and setting up interviews for qualified applicants
  • Providing advice and assistance on performance management.
  • Delivering assistance in the administration of benefits programs.
  • Administering guidance on pay and leave.
  • Provides advice and assistance with the performance management system.
  • Identifying training and development needs.
  • Managing and maintaining official personnel records and files.
  • Processing and reviewing personnel actions.
  • Conducting orientation and onboarding.
  • Conducting evaluations of human resource program operations.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

GS-07: To be eligible at the GS-7 level, you must have at least one year of specialized experience equivalent to the GS-5 level; or education or a combination of both specialized experience and education as explained below.

Specialized Experience: is defined as performing administrative work which demonstrates a basic knowledge of human resources principles, concepts and practices. Examples of specialized experience include conducting staffing and recruitment activities, hiring, processing pre-employment packages, conducting onboarding/orientation of new employees, preparing position descriptions; performance management and providing routine human resources information to employees (e.g., pay leave, benefits, etc.), entering personnel and payroll actions into HR databases.

Education: One of the following types of education in a related field (e.g., Human Resources Management, Business Administration): one full year of graduate level education or a completed Bachelor's Degree or equivalent and meet one of the following Superior Academic Achievement (S.A.A.) provisions as defined by Office of Personnel Management's Qualification Standards.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing -- Applicants must be in upper third of graduating class in college/university, such as College of Liberal Arts or School of Business Administration.

2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:

  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or computed based on 4 years of education, or computed based on courses completed during final 2 years of curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of required courses completed in major field or the required courses in the major field completed during final 2 years of curriculum.
3. Membership in a national scholastic honor society

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualifications.

GS-9: To be eligible at the GS-9 level, you must have at least one year of specialized experience equivalent to the GS-7 level; or education or a combination of both specialized experience and education as explained below.

Specialized experience is defined as experience providing technical assistance to employees and management in a variety of staffing and recruitment activities; generating and reviewing position descriptions; position classification, employee relations, performance management; coding and processing a variety of personnel actions; reviewing award justifications for appropriateness and compliance with applicable guidelines; assisting in administering guidance on pay and leave; employee benefits; compensation, retirement and other human resources functional areas.

Education: One of the following types of education in a related field (e.g., Human Resources Management, Business Administration): a Master's or equivalent graduate degree (such as an LL.B or J.D.); OR 2 full years of progressively higher level graduate education leading to degree. Education at graduate level must be in an accredited college/university and must demonstrate knowledge, skills, and abilities necessary to perform duties of position.

Combining Education and Experience: Combinations of successfully completed graduate education/experience may be used to meet qualifications. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
