Duties

Help
  • Provides executive oversight, strategic planning and overall vision to a department-wide acquisition program that processes over 58,000 actions worth about $10 billion annually.
  • Responsible for the execution and management of procurements worth about $1.5 billion annually to support the Secretary, staff offices and other internal customers.
  • Provides guidance to the Deputy Director, Division Chiefs and Mission Area Chiefs of the Contracting Office (COCOs) in development of comprehensive strategic and long-range plans.
  • Serves as technical advisor on particularly complex operational and policy issues that might arise with respect to Departmental mission objectives achieved via contracting.
  • Implements a risk-based approach to review and receive approval of acquisition strategies, plans, and other decision documentation required by the Federal Acquisition Regulation or other policy.
  • Leads enterprise-level acquisition innovation and performance initiatives, which includes analyzing procurement data to identify opportunities for leveraging emerging technologies, optimizing acquisition processes, and achieving cost savings.
  • Exercises responsibility and authority for maximizing the standardization, simplification, reengineering, development, and integration of procurement processes/systems.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must address the ECQs. Your resume must address each ECQ and should describe your experiences and accomplishments/results. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

1. 3. Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. (Competencies: Technical Skills, Problem Solving, Agility and Resilience)

4. Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement)

5. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operation Mindset, Innovation, Strategic Thinking)

TECHNICAL QUALIFICATIONS (TQs):


In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s).

  1. Describe your experience providing oversight of complex, enterprise-wide acquisition programs, including leading high-value procurements; developing and implementing acquisition strategies across a large, functionally and geographically dispersed enterprise to include leading and managing high-dollar acquisitions; and ensuring full compliance with laws, regulations, Executive Orders, and Office of Management and Budget (OMB) circulars, Office of Federal Procurement Policy (OFFP) memorandums, and the Federal Acquisition Regulation (FAR).
  2. Describe your experience developing, leading and supervising a high-performing professional acquisition workforce; overseeing pre and post award contracting operations; and effectively and efficiently managing financial responsibilities while concentrating on decreasing wasteful spending. This includes use of innovative acquisition practices; developing the skillsets of acquisition teams; and managing appropriate and reimbursable or Working Capital fund budgets.

Education

Applicants must meet the following basic requirements in Contracting

Basic Requirements for GS-13 and Above
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to working at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

In addition to the above, applicants must provide proof of their Federal Acquisition Certification in Contracting.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by a review board using only the information submitted within the application package. Applicants who do not demonstrate in their resume sufficient possession of the ECQs & TQs will be determined to be ineligible for further consideration. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, you must be certified by a QRB after selection and before appointment can occur.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
