Summary

Duties

Help
  • Works closely with the Division Director and Deputy Administrator in formulating and recommending broad plans, policies and procedures for administering guaranteed loan servicing programs.
  • The incumbent's program planning and policy development responsibilities emphasize identifying, evaluating and disseminating new approaches for improving management of guaranteed loan making programs nationwide.
  • Establishes current and long-range plans and goals for improving the overall delivery of program services.
  • Reviews and evaluates ongoing programs and assures that proper and adequate training and technical assistance are provided by staff specialists to commercial lending institutions and to field employees of the Agency.
  • Works closely with the Division Director and Deputy Administrator to evaluate the administration of individual State programs through the use of on-site field reviews and national office review of credit files.
  • Directs the review and analysis of special loan program cases requiring prior clearance of the national office.
  • Resolves or recommends the disposition of problem cases and program appeal cases submitted for technical review.
  • As a representative of the Deputy Administrator, attends meetings with Congressional staff, high level officials of other Federal and State agencies, special interest groups, and the general public to discuss program requirements.

Specialized Experience Requirement

For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as Experience in recommending operating policies and plans; Conducting farm loan program evaluations; Developing and/or analyzing positions papers and decision memoranda; Reviewing and/or responding to complex loan making issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Financial Disclosure: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.
