Duties

Help

As a SUPERVISORY ACQUISITION PROGRAM MANAGER at the NH-1101-4 some of your typical work assignments may include:

  • Plans, organizes, and directs Program Management activities as a Division Chief.
  • Responsible for expert program management advisory support to DoW senior leaders and proper acquisition execution of the Division's portfolio of Information Technology IT programs or Services for transportation and transportation-related systems of national and international scope, interest, and significance.
  • Provides optimized transportation solutions to meet the Combatant Commands' operational needs, and delivers direct IT capability to the COCOMs to support their Time-Phased Force Deployment Database TPFDD process and other Theater-wide point-to-point distribution requirements.
  • Manages and coordinates the efforts of all participating organizations in planning, directing, integrating, and executing all aspects of the assigned programs and to achieve program cost, schedule, performance, and/or system supportability requirements.
  • Directs, coordinates, and oversees work through subordinate branch chiefs and supervisors.
  • Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills, qualifications, and mission requirements.
  • Represents Acquisition Directorate with a variety of DoW, other Agencies, and Contractor organizations.

  • This is a Critical Acquisition Position (CAP). Selectee must execute, as a condition of employment, a written agreement to remain in federal service with the Department of Defense for at least three years (see Additional Information section).
  • Supervisory experience preferred.
  • This position is designated a CRITICAL Acquisition Professional Development Program (APDP) position (CAP) Category: A - Program Management: Level: Advanced (formerly Level III)
  • This is a drug testing designated position.

Qualifications

You may qualify at the NH 4 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service as listed below:

  • Utilizing acquisition statutes, regulations and procedures; acquisition planning; a wide variety of contracting methods and contract types; negotiation techniques; and private business practices and market conditions.
  • Applying current regulations and local supplements concerning support of the Small Business Program, including subcontracting plans, cost control, and fair/reasonable prices and competition.
  • Directing staff in the critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition.
  • Directing staff in the critical aspects of transportation, logistical, subsystems, equipment, services and research and development acquisitions.
  • Mentoring and appraising staff of an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

**Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.
