Duties

Help

DUTY 1
Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.

DUTY 2
Provides financial management technical advice and guidance in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements, etc.

DUTY 3
Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds.

DUTY 4
Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before OMB and/or Congressional committees.

DUTY 5
Conducts special studies requested by the Branch Chief to provide guidance, direction or action on established policies, procedures, regulations, or directives.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY

  • May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
  • May be required to work overtime and/or an irregular shift.
  • Incumbent shall comply with the requirements of this certification program for FM Level 2 certification.
  • This is a Financial Management Level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of commonly used financial management methods, practices, procedures, instructions, policies, and processes that assist and impact the formulation justification, and execution of assigned budget in support of the mission, structure, goals, work processes, and programs of supported organizations.

2. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations.

3. Knowledge of cost scheduling control systems and methods, cost analysis, cost estimating and cost performance.

4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.

5. Skill in the analysis and resolution of complex problems.

6. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve financial/funding problems.

7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on budgetary processes/actions.
