This position is located in the Bureau of Consular Affairs, Office of the Executive Director, Human Resources Division, U.S. Department of State (CA/EX/HRD). CA/EX/HRD provides a broad range of human resources services to the organizations in the Bureau of Consular Affairs. This position serves as a Management Analyst on the Workforce Planning Team with responsibility for providing detailed analyses of multiple aspects of workforce planning areas and management services.

Duties

Help
  • Workforce Planning and Analysis: Consults with CA management to define workforce requirements necessary to ensure that the Bureau is adequately staffed with highly qualified employees capable of meeting current mission goals , objectives, and plans
  • Position Management, Allocation, and Control: Manages position allocation and control for the Bureau, ensuring that authorized positions (FTEs) are utilized and accounted for, and that action is taken to fill vacant positions
  • Organizational Review and Analysis: Conducts analyses of complex challenges to ensuring effective and efficient workforce planning and compliance with established organizational control policies and criteria
  • Advice and Guidance, Back-Up Special Assistant: Provides advice and guidance to Bureau management on Federal laws, rules, regulations, policies, and practices applicable to workforce planning and management

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in a wide range of analytical and evaluative techniques used to review, analyze, and advise on the effectiveness and efficiency of the workforce management policies, processes, and practices.
  • Experience using the principles, methods, and practices of workforce planning, organizational analysis, workforce utilization, and related areas to build and sustain a high-quality workforce.
  • Experience in utilizing automated systems to develop and manage database, develop data-driven reports, and perform other functions in organizing, analyzing, and reporting workforce information.
  • Experience in effective communication sufficient to plan and coordinate activities, reconcile differing or conflicting viewpoints, present and defend recommendations, advise and guide, present briefings, and prepare reports.

There is no substitute of education for specialized experience for the GS-13 position.
