The Supervisory Social Worker is responsible for providing clinical and administrative supervision to staff in the HUD VASH program. The program is staffed by a multidisciplinary staff of employees stationed in multiple work locations within the North Florida/South Georgia Veterans Health System (NF/SGVHS). The Supervisor is licensed at the advanced practice level and is able to provide supervision for staff seeking licensure. This position is located within the Community Reintegration and Recovery Service. In addition, some of the duties may include, but are not limited to:

  • Responsible for the overall functioning and management of the HUD VASH section and the HUD VASH primary care clinic.
  • Provides administrative, technical and clinical supervision necessary for accomplishing the work of HUD VASH.
  • Performs the administrative and personnel management function relative to staff supervised.
  • Performs program analysis, development, review, research design.
  • Performs work related to the reviews, monitoring, analysis, planning and assessment of various programs.
  • Responsible for key project activities related to planning, development and implementation.
  • Responsible for developing, implementing and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission and CARF standards for assigned programs.
  • Advanced knowledge and mastery of theories and modalities used in the specialized treatment of complex mental illness and the ability to incorporate complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnosis within approved scope of practice.
  • Must have the ability to recognize internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations.
  • Must be skillful in approaching individuals or groups in order to achieve program objectives, such as gaining compliance with established policies and regulations. As these procedures may be new and different, the personnel may be resistant to change or uncooperative requiring skills of persuasion, collaboration, or gaining information by establishing rapport.
  • Possess a wide range of knowledge of VA healthcare services, benefits, directives, policies, and personnel. The purpose of this knowledge is to provide guidelines for the care of seriously mentally ill Veterans. Often these directives are vague or must be interpreted to develop program and medical center policies and procedures that rely upon accurate interpretation of the Supervisory Social Worker.
  • Responsible for coordinating interdisciplinary staffing and work assignments to accomplish the work of the HUD VASH program. The Supervisory Social Worker exercises supervisor authorities and responsibilities involving work assignment and review, as well as, the administrative and personnel management functions relative to the staff supervised.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Monday - Friday, 8:00 am - 4:30 pm


(Note: Work schedules are determined and approved by the supervisor. The incumbent may be required to work various shifts on a permanent or temporary basis based on facility/patient care needs).

Qualifications

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.

GS-13 Supervisory Social Worker candidates must have the following:
  • Experience/Education: One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

These are the KSA's for this subject position:
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services by supervised social workers.
  4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  6. Ability to provide staff training and development.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Preferred Experience: Experience in providing supervision and program management. Experience in Mental Health Social Work, experience in community based work, experience working with persons who have serious mental illness.

The full performance level of this vacancy is GS-13.

Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty. Must be able to operate a GSA vehicle to conduct home visits and transport patients.
