This is a Detail/Temporary Promotion Not To Exceed (NTE) 120 Days but may be extended as needed and/or converted to permanent without further competition.

This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN), VA Medical Center (VAMC), within the Office of the Medical Center Director. This position serves as the Associate Medical Center Director for the VAMC. The incumbent exercises line authority for multiple administrative and allied health services and sections. Duties include, but not limited to the following:

  • Sharing with the Executive Leadership Team a level of responsibility for the direction and management of the Medical Center and is directly responsible for all facilities operations.
  • A direct line authority and leadership responsibility for all administrative operation support services.
  • May serve as the Acting Medical Center Director in the absence of the Director.
  • Taking an active leadership role in coordinating and developing customer and stakeholder support and resourcing to meet Medical Center objectives.
  • Determining operational services and programs goals and objectives, develop short-and long-range plans for achieving them in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) and consistent with the strategic planning process.
  • Directing a comprehensive evaluation of operational services goals and objectives and makes necessary adjustments to improve delivery of patient care services.
  • Establishing local policy in such areas impacting facility operations as program emphasis and operating guidelines.
  • Administering and ensuring compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations.
  • Administering a management reporting system which provides appropriate data for decision making for facility operations, impacting organizational improvements.
Performs other related duties as assigned.

Work Schedule: Monday through Friday, 8:00am - 4:30pm. Work schedule is subject to change based on agency needs.

Qualifications

You may qualify based on your education and/or experience as described below:

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0670 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Education:

  • Undergraduate and Graduate Education with major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: You will be required to provide a copy of your transcript.

Experience:
  • Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • Missions, organizations, programs, and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Applicants must also possess:
    • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
    • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

Special Provision for Inservice Placement:
  • Successfully completed an agency-sponsored on-the-job training program that may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
    • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
    • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
    • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Any and all claimed experience must be outlined in the content of your resume.
In addition to meeting the above Individual Occupational Requirement (IOR), candidates may also be required to meet the below experience requirement.

Specialized Experience:
You must possess at least one (1) year of specialized experience equivalent to at least a GS-14 level in the Federal Service which includes: Participating in policy-making and management decisions affecting the organization and responsible for ensuring that the overall integrated system meet all the requirements for regulatory and accreditation entities; provide executive leadership with insight in establish organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development; work on the development of a balanced financial plan designed to meet realistic needs of the facility and the network; establish and maintain public relations with a variety of institutions and groups; and apply performance standards to measure program performance and health care activities are meeting established goals and objectives.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  • Leadership and Change Management: Proven ability to provide strategic leadership and guide multidisciplinary teams through successful change initiatives, fostering a culture of collaboration and continuous improvement.
  • Operational and Resource Management: Experience in optimizing resource allocation, budget management, and implementing process improvements to enhance operational efficiency and healthcare delivery.
  • Quality Assurance and Compliance: Skilled in developing and implementing quality assurance programs, conducting performance reviews, and managing accreditation processes to ensure compliance with VHA standards and enhance patient care outcomes.
  • Patient-Centered Care and Stakeholder Engagement: Advocated for patient-centered care by implementing programs that address veteran needs, leveraging patient feedback for service improvements, and strengthening relationships with internal and external stakeholders.
  • Crisis Management and Innovation: Demonstrated capability in managing healthcare operations during crises, leading emergency preparedness efforts, and promoting the integration of innovative technologies to improve clinical and administrative functions.

Physical Requirements: Work is sedentary. There are no special physical demands. The work environment includes everyday risks or discomforts which require normal safety precautions typical of offices and meeting and training rooms.
