Major duties include but not limited to:

  • The incumbent manages all VISN 20 Network Business Office aspects, including capturing insurance data and other pre-registration. The position is responsible for verifying insurance data with veterans and private/Other Health Insurance (OHI). Pre-admission certificates, Community Care & CHOICE/MISSION utilization review, and billing for co-payments. Also, captures pharmacy copayments, other third party, tort cases, Office of Workers Compensation cases, Humanitarian, Ineligible Claims, Personal Violence Claims, Bills of Collections, and Sharing Resource Agreements such as CHAMPVA and TRICARE; manages and reviews activities for billing, auditing, collecting and follow-up for all the above.
  • The incumbent develops and carries through both long and short-range plans. Participates in managerial planning to represent the Business Offices in the decision-making process. Responsible for concurrent and retrospective analysis and auditing of medical records and reporting results to appropriate committees for recommendations and follow-up action.
  • The incumbent has the authority to perform investigations, audits, and fact findings on behalf of senior management. These investigations may be directed or carried out on behalf of the Office of Inspector General, Office of Special Counsel, Office of the Medical Inspector, Secretary of Veterans Affairs, and Members of Congress.
  • Directly Supervises the GS-13 Deputy BIM, GS-13 Health System Specialist, and GS-13 Program/Data Analyst. The Deputy BIM supervises GS13 HIMS Chief Medical Administrator, GS13 Community Care Manager, and GS-12 Mobility Manager.
  • Provides leadership in all areas of patient administration, such as the application process, entitlement issues, admissions and discharges, compensation and pension examinations, Community Care activities, transcription, etc.
  • Interacts with staff and supervisors in the registration, admission, and clinic areas at each facility within the VISN to ensure the complete and accurate capture of patient insurance information and works to ensure the performance measures established by the VISN are met.
  • Ensures the integrity of medical documentation on bills submitted to third-party insurance companies standards established by HIMS, HCFA, HHS, or any other regulating body.
  • Establishes clear accounting and administrative procedures for the operation of the revenue office and maintains efficiency and work quality within the VISN.
  • Develops and directs local policy, procedures, and guidelines to accomplish revenue collection goals and objectives.
  • Develops data, completes statistical reports, and recommends action in response to self-initiated inquiries or requests from other VISN or VACO staff. Analyzes VISTA/EHRM data and other reporting systems to provide accurate data and analysis to senior management at the VISN and the Medical Center levels. Oversees implementation, on a VISN-wide basis, of new policies and programs approved by VACO and Office of Community Care; collaborates and serves as liaison with the OCC, Network Leadership, Medical Center Directors, and others to develop and implement network-wide and national policies and procedures. Actively participates in resolving conflicts between local needs, Network priorities, and VACO requests.
  • Collaborates daily with the VISN ELT and support staff on business practice-related activities. Compiles various types of correspondence to respond to general, technical, and congressional inquiries relating to program area responsibilities. Makes presentations on current program status and activities to senior management at the VISN and the Medical Center level, as well as to stakeholders, VSO, etc.
Work Schedule: Monday - Friday, 8:00am - 4:30pm, PST

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/22/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your specialized experience as described below:

For GS-15 Level:

  • You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • Missions, organizations, programs, and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Must have strong business practice-related skills involving Business Office Function and enhancement, consults etc. for the Medical Center Network and Leadership
    • Developing and implementing both long- and short-range strategic plans
    • Participating in managerial planning to represent the Business Office in the network; decision-making process
    • Analyzing and auditing of medical records and reporting results to appropriate committees
    • Interpreting policies and processes at national level on managing provider, staff, space and equipment supply/demand at facilities and clinics
    • Developing policies/guidance and designing processes on managing supply/demand of providers, support staff, space, and equipment at facilities and clinics
    • Analyzing financial impact of proposed policies and provides recommendations to leadership
    • Ensuring alignment with national guidance is adhered to
    • Prioritizing workloads, analyzing data to ensure effective reporting and internal evaluation programs within the organization and leadership
  • Preferred Experience:
    • 5+ years of related experience in the VHA with experience in ensuring a high-quality patient experience by acting on continued feedback from the Veterans, family/significant others, employees, and expert clinical teams
    • Managing and supervising of all Ambulatory Care Services throughout the Medical Center Network

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, requiring no special physical demands, although occasional travel is required.
