Duties

Help

The successful candidate will perform the full range of Sr. Security Specialist duties.

Such duties include but are not limited to:

  1. Serving as a leading Agency authoritative expert for security of NRC-licensed nuclear facilities and programs associated with security and safeguards licensing, including access authorization, fitness-for-duty, training and qualification programs. Develops and reviews policies and resolves technical and procedural issues relating to security requirements of operating commercial power reactors, decommissioning facilities, spent fuel storage facilities, and advanced reactors. Develops, reviews and assesses policies and procedures and provides authoritative advice to top level NRC management on the need for new or revised security and safeguards policies, procedures and inspection program Performs technical and project management of inspection program development and maintenance, oversight activities associated with the implementation of the regional inspection program, and integration of security operational experience for the NRC. Providing authoritative recommendations for resolving complex or disputed NRC security inspection findings, demonstrating in-depth understanding of NRC security regulations.
  2. Serving as a subject matter expert on securing civilian nuclear facilities and materials and other programs and programmatic issues impacting the NRC security and safeguards programs for protecting health, safety, and the environment. Identifies policy, programmatic, and regulatory issues associated with NRC-licensed facility Evaluates licensing documents, plans and programs that address security and safeguards issues associated with licensees' security programs, and monitors, evaluates, and provides direction to NRC management regarding the adequacy of licensees' programs, procedures, systems, and responses to protect against the design basis threat of radiological sabotage. Advises NRC management of policy issues relating to licensing and inspections, including performance assessment, vulnerability assessment, security system technologies, and analysis of licensees' physical protection systems and security programs. Identifies and resolves programmatic issues involving licensing, including the review of requirements made in licensees' physical security plans. Perform the most complex reviews and evaluations of effectiveness of physical protection systems and security programs for operating and advanced reactors and the protection of activities involving special nuclear material, with emphasis on improving the knowledge of informing security for licensed activities.
  3. Performing review and oversight of regional inspection programs and reports and findings to verify consistent application of the reactor oversight process and implementation of the agency’s enforcement policy for operating reactors, new reactors, decommissioning reactors, advanced reactors and independent spent fuel storage facilities. Perform review and assessment of NRC inspection procedures, inspection manual chapters, and related documents for technical accuracy and alignment with NRC regulations.
  4. Presenting staff positions and leading technical discussions with the Advisory Committee on Reactor Safeguards, the Office of the Executive Director for Operations (EDO), EDO staff, and the Commissioners on security and safeguards policy, programs, and regulatory Represents the Office of Nuclear Security and Incident Response in meetings with industry, Federal, State, and local government agencies. Interfaces with management of other government agencies, state and local governments, security organizations, industrial organizations, and the public in security and safeguards licensing, inspections, and technical matter.
  5. Developing technical assistance requirements and needs and formulates procurement requests to meet these requirements. Monitors and controls technical aspects of technical assistance contracts and NSIR’s user needs studies and research activities. Performs or participates in inspections or investigations performed in response to requests, allegations, operational events, and potential generic problems in the Branch's area of responsibility. Providing risk-informed insights of existing regulatory requirements to ensure efficient, effective, oversight of NRC-licensed facilities.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

  1. Demonstrated knowledge of physical protection systems, security programs, security equipment, and security-related procedures at NRC-licensed facilities including operating reactors and fuel cycle facilities. Experience leading physical security-related inspections and demonstrated knowledge of security inspection manual documents, the reactor oversight process including the significance determination process and the NRC’s enforcement policy is required. Demonstrated knowledge of and experience applying NRC regulations, regulatory guides, policies, and processes related to physical
  2. Demonstrated ability to make independent technical analyses related to physical security regulations, programs, policies, and procedures, and evaluate the technical soundness and merit of the issues stemming from licensee requests, NRC processes, or NRC program actions.
  3. Demonstrated ability to present technical information both orally and in writing in a clear, concise, and logical Experience drafting, developing, and presenting complex physical security-related issues and concepts to internal and external stakeholders, including nuclear industry members and international counterparts. Demonstrated experience independently delivering briefings and clear written communications to NRC senior leaders.
  4. Demonstrated ability to develop and implement successful approaches to problem solving and conflict resolution.

SPECIALIZED EXPERIENCE is defined as: experience that demonstrates expert knowledge of the Nuclear Regulatory Commission's reactor oversight process (ROP) and associated security inspection and other programs and regulations pertaining to the regulatory assessment of operating commercial nuclear power reactor facilities. Ideal candidates will have experience as a qualified NRC physical security inspector, leading or participating in NRC physical security inspections at NRC-licensed facilities.
