SUMMARY:

PRIMARY PURPOSE: To exercise supervisory and managerial authorities for the 53d Wing (53 WG) to lead and direct the progress of the organization toward meeting goals, and make adjustments in strategic objectives, work plans, schedules, and commitment of resources. Directs, supervises, manages, and is accountable for the execution and functions of the wing's subordinate Division Chiefs and Commander's Special Staff. The incumbent, through the management of the divisions, supports the 53 WG Commander to guide operational test and evaluation plus mission data reprogramming activities for USAF warfighting combat and combat support systems and 32 foreign national partners. Develops and implements 53 WG policy positions. Interfaces with the Office of Secretary of Defense, HQ USAF, HQ USSF and multiple supported MAJCOMS to ensure mission activities/policy/fiscal requirements are met and plans for future impacts to the Combat Air Force's only operational test wing. Routinely acts on behalf of the 53 WG Commander at various high level committees and working groups with organizations such as ACC, AFGSC, USSF, AFMC, AFSOC, AF, DOT&E, OSD, IC and professional symposiums/panels. On behalf of USAF Warfare Center, 53 WG staff conducts NAF-level coordinating authorities directed by AFPD 99-1, AFI 99-103, AFI 99-106, AFMAN 99-108, and ACCI99-101. Ensures mission resources, infrastructure and capabilities are known and available. Coordinates $230M Program Objective Memorandum (POM) with internal and external senior leadership for presentation to MAJCOMs and AF. This position recommends alternative courses of action and determines probable outcomes for the Commander. The incumbent is the senior civilian leader and exercises authority over the wing's 785 civilian positions, providing executive leadership, workforce management and secondary supervisory duties of the civilian workforce.

DUTIES:

  1. Plans, organizes, and directs through subordinate second-level supervisors the end-to-end processes and programs of the 53d Wing Staff, Commander's Special Staff, and provides oversight for the wing processes governing O-6 led subordinate units.
  2. Exercises managerial and secondary supervisory personnel management responsibilities.
  3. Independently formulates strategic plans and policies and supports broad oversight for the 53d Wing to implement policies for the management of Wing activities.
  4. Represents 53d WG at Air Force and DoD organizations and activities.

  • This is a supervisory position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Clearance.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This position requires substantial and demonstrated experience in the management of a large, complex, technically and industrially oriented activity.
  • Lead and direct process improvement efforts across the Wing as necessary.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours. Shift work may be required which may include overtime and/or irregular hours.
  • Bachelor's Degree in an appropriate professional or administrative discipline, and an advanced degree in a related business or management field is highly desirable.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use be employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
QUALIFICATIONS:
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include- Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of USAF operational and warfighting capabilities including project development, execution, training, and advisory services; Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures; and Knowledge of safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of USAF operational and warfighting capabilities including project development, execution, training, and advisory services.
  2. Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.
  3. Knowledge of safety and security regulations, practices, and procedures.
  4. Expert ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  5. Expert ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  6. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
