Duties

Help

As a Training Branch Chief (Title 32) (Permanent), GS-1712-12, you perform the below duties:

  1. . State proponent and subject matter expert in Army training management principles. Plans and administers the training program for the State ARNG. Directs the activities of the Training Branch. Determines specific training objectives. Develops short range and long range training plans to meet federal missions and support state security and emergency missions. Develops training policies, directives and Standard Operating Procedures (SOP) applicable to the state ARNG. Develops Command Training Guidance (CTG) and Yearly Training Guidance (YTG) based on The Adjutant General (TAG) and WARTRACE requirements. Schedules Yearly Training Briefs (YTB) in coordination with TAG, Continental United States Army (CONUSA) and active component WARTRACE headquarters. Reviews, evaluates, approves and authenticates training plans, programs and directives of subordinate units and provides overall direction. Identifies shortfalls, conflicts, and opportunities in training plans and schedules. Provides guidance and assistance to subordinate commanders and training personnel in correcting deficiencies.
  2. Manages training resources. Identifies resources required to execute proposed state training plan, prioritizes training, recommends to the Adjutant General approval or disapproval of unresourced training, and recommends alternative resourcing. Responsible for programming, planning, budgeting, and execution of annual training, inactive duty training, schools and other special training funds amounting to approximately 50% of the state Command Operating Budget (COB). Serves as primary member of State Level II Program Budget Advisory Committee (PBAC). Prepares and participates in State Level II PBAC actions to ensure prioritization of funding meets readiness goals of the Adjutant General for producing unit readiness in support of the Global War on Terrorism, Major Combat Operations, and Operations Other than War. Manages execution of training orders to ensure that unexecuted funds are deobligated and reprogrammed to maximize readiness. Reprioritizes resources as a result of changes to the proposed training plan due to mobilizations, deployments, and meeting ongoing Department of Defense (DoD) requirements.
  3. Performs studies and analyses of G-3/5/7 program funding, budget and financial management procedures. Continually analyzes program funding and budget information against organizational goals and objectives and presents findings and recommendations to management to ensue it meets or exceeds these goals and objectives. Develops and recommends new budgetary and financial management procedures in accordance with organizational objectives and financial management systems. Provides management advisory services to senior guard leaders concerning the training program. Provides technical expertise on military theory, tactics, operations, organizations, methods and principles pertaining to military training. Performs periodic staff visits to conduct training management inspections and assistance visits to major subordinate commands to evaluate unit training and ensure compliance with Army programs. Determines need for corrective actions and prioritizes training and resources to ensure compliance.
  4. Manages and provides information to the Distributed Learning position concerning Army Distributive Learning systems including development, and use of Distributive Training Technology Program (DTTP) Classrooms and other distance learning programs. Manages usage, maintenance and training of virtual and constructive training devices assigned to the state Army National Guard (ARNG). Coordinates the State Competitive Marksmanship Program and state participation in national marksmanship competitions. Monitors quality of tests and preparation for the Army Physical Fitness Test. Prepares and executes Competitive Event Plans. Conducts studies in conjunction with special projects as assigned by the G3/5/7, which involve gathering and compiling facts data associated with the project.
  5. Supervises the work of four or more subordinates and makes assignments based on priorities, difficulty, requirements of the assignment, and the capabilities of the individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards and monitors and evaluates employee performances. Assists employees in reaching performance goals. Informs subordinates of agency policies, personnel and other management programs. Provides leadership, advice and counsel on work and administrative matters. Hears and resolves complaints and grievances from employees which can be informally resolved, and/or make recommendations for resolution to appropriate deciding officials. Identifies developmental needed of employees. Approves or disapproves leave requests.
  6. Performs other duties as assigned.

All qualified Male/Female Warrant Officer (W1/WO1 - W4/CW4) or Commissioned Officer (O2/1LT - O4/MAJ) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Warrant Officer (W1/WO1 - W4/CW4) or Commissioned Officer (O2/1LT - O4/MAJ), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Warrant Officer (W1/WO1 - W4/CW4) or Commissioned Officer (O2/1LT - O4/MAJ)

GENERAL EXPERIENCE: Applicant must have experience, education, or training planning, administering, synchronizing, resourcing, and managing training programs.

SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience equivalent to at least the GS-11 level or equivalent pay band in other pay systems in the Federal government OR, three full academic years of a progressively higher-level college degree? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

  1. Experienced in conducting, supervising, and/or developing education and training programs.
  2. Experience in managing the function of work to be performed.
  3. Experienced in manages training resources.
  4. Experience that includes leading, directing and assigning work of personnel.

Education
