As a PROGRAM MANAGER (DEPUTY AIR COMMANDER), GS-0340-14, you will:

This position is located at an Air National Guard Flying Wing. The incumbent of this position functions as the full assistant to the Air Commander. Its primary purpose is to provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable with the Air Commander in complying with a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property in the accomplishment of duties. In addition, this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

MILITARY REQUIREMENTS: This position is open to Lt Col with COE and Col. Military skill set is determined by AFSC/MOS requirements. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. Must be eligible to obtain AFSC 091W0 and concurrently hold the corresponding DSG position.

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

  • Skill in public relations and internal and external communications.
  • Knowledge of airpower generation, aircraft maintenance, and mission support operations.
  • Skill in operational leadership of large teams.
  • Knowledge of tactical and operational warfare, wartime readiness metrics, organizational compliance requirements.
  • Skill to exercise initiative and sound judgment in decisions.
  • Skill in leading to ensure mission accomplishment.
  • Knowledge of command relationships and local, state and national staff
    apparatus.
