Duties

Help

You will serve as a Employee Assistance Program Specialist and be responsible for the collaboration with CGSUPRT, provision of pre- and post-deployment briefings, suicide prevention trainings, resiliency trainings, psychological first aid and/or operational stress control trainings, workplace violence response efforts, critical/traumatic incident response duties, and evidence-based management of personnel readiness issues impacting units and commands.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Developing, coordinating, implementing, and documenting marketing campaigns, trainings, and education and prevention activities for all areas of responsibility to include the Employee Assistance Program, suicide and other forms of violence prevention, resilience, peer support, operational stress control, and critical/traumatic incident response.
  • Promoting total workforce fitness to optimize health, performance, risk-reduction, prevention, resilience, and readiness.
  • Demonstrating a full understanding of the intersecting stressors of work and home life, oftentimes in austere environments, to best support the USCG community.
  • Using a broad range of diverse and complex techniques and methods in a variety of settings and environments; the range of interventions include but is not limited to screening, assessment, and brief solution-focused, non-medical counseling; on-the-spot de-escalation support; and appropriate referrals for treatment and/or rehabilitation services in the community including nonprofit organizations and agencies.
  • Providing EAP support to individuals, families, units or the USCG in response to interpersonal and self-directed violence including incidents of suicides and suicide attempts, threatening behavior, workplace/domestic violence, child abuse, and sexual assault/harassment/stalking.
  • Recruiting and training CG members (military or civilian), as prescribed by USCG policy, to support operational stress control objectives and critical/traumatic incident response efforts.
  • Leading CISM teams that are formed following large-scale events. Advising the team on local issues, considerations and resources when making determinations about best critical/traumatic incident responses.
  • Providing psychological first aid or other appropriate evidence-based critical incident response interventions.

Must possess and maintain an unrestricted state license in mental health counseling at the clinical or highest level available in states that have tiered licensing schemes.

Examples: Licensed Professional Counselor, Licensed Psychologist, Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, and Licensed Clinical Mental Health Counselor. (You must be able to provide a copy of the license for verification).

Must be able to obtain and maintain a Certified Employee Assistance Professional (CEAP) certification within 12 months of appointment.

Meets credentialing/privileging requirements for clinical providers as set forth by Commandant (CG-112).

Qualifications

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

EDUCATION:

Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

AND

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis.

  • Administering, planning, directing, managing, monitoring, educating, developing, implementing, marketing, evaluating, and training and consulting, on all aspects of the agency Employee Assistance Program;
  • Participating, coordinating, issuing measurement reports, focus on awareness, prevention, informing and training members, employees, and families on services provided through EAP
