  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • May be required to successfully complete a TWO (2) year trial period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess and maintain a valid Puerto Rico State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.
  • Extensive travel is required to perform duties throughout the state.

Qualifications

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Officers and Warrant Officers employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Officers and Warrant Officers employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Officers and Warrant Officers members of the Puerto Rico Army National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a FORCE INTEGRATION AND READINESS OFFICER (D2222000), GS-0301-11, you serve as serve as serve as a primary staff member in the G3/5/7 with responsibility for force integration and readiness issues.

PHYSICAL DEMANDS:
The work is mostly of a sedentary nature. Some walking, stooping, and bending is required in attending meetings, inspecting work operations and reviewing program and financial data on file in different buildings situated within the installation. The incumbent often carries files and documents from one office to another.

WORKING ENVIRONMENT:
Work is performed in a normal office setting. The worksite is properly heated, well lighted, well ventilated, and easily accessible.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-09 position or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as planning, organizing, coordinating, implementing, evaluating and providing technical guidance to units and major commands in the state; modifying work methods, procedures, and systems such as the feasibility of organization/reorganization, discontinuation, activation/deactivation, and location/relocation of units in the state's force structure; determining the capability to support a unit-based compatibility, training areas available, physical facilities, size, etc; maintaining force integration; staying informed of force management decisions through understanding of command plan; developing and recommending plans, procedures and policies to improve readiness, maintenance and training; advising management officials to adopt recommended proposals resulting in substantial changes in programs or procedures; developing the state long range Force Integration Plan; analyzing the management of the state ARNG Force Integration Program; integrating new doctrine and force structure in the most effective manner possible; providing general direction of the state long range Force Integration Plans which include evaluation of each planned action; coordinating the development and update of Table of Distribution and Allowance and Modified Table of Organization and Equipment; analyzing authorization documents, identifying conflicts, substantive changes and doctrinal issues, and recommending courses of action; identifying and recommending priorities of new doctrine and equipment into the existing multi-echelon, combined arms, and state training program; establishing long term and near term milestones for force integration actions and ensures integration; developing and publishing letters of instruction for force integration actions; managing information associated with force integration initiatives; extracting and providing pertinent data throughout the chain of command and across functional boundaries; serving as point of contact for equipment fielding with Headquarters, Department of Army (HQDA), ARNG, Program Manager (PM), other DA agencies, State area Command staff and subordinate units; conducing and monitoring new and displaced equipment transfers.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of a full 4 academic years of education in an accredited college or university will satisfy the requirements (30 semester's hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position.

NOTE:
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of ONE (1) month of education for TWO (2) months of specialized experience.

Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
