This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) for Certain Personnel of the Department of War Competitive Service Workforce.

Incumbents typical work assignments may include the following:

1. Oversee financial portfolios and ensuring efficient financial operation.
2. Coordinate with other elements within OUSW(R&E), the Washington Headquarters Services (WHS) Financial Management Division (FMD), the WHS Acquisition Directorate, other entities, field activities, and contractors to achieve the objectives of the OSC.
3. Coordinate with the Office of General Counsel (OGC) to advise on the legal use of budget funds, the timing of fund usage, the available funding amount and type, and how budget changes affect related activities.
4. Coordinate with budget staff, management, and other office members to create and implement a budget plan.
5. Develop justifications for funding, present budget estimates, and brief officials on budget matters.

Qualifications

In order to qualify for this position, you must meet the requirements described below.


You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 (NH-03) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Advising on budget policies to enhance business operations; collaborating with offices such as the Office of Management and Budget (OMB) and congressional offices to make decisions on resource allocation; and briefing senior officials on budget issues, and providing recommendations for improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
