Duties

Help
  • Serves as the HUMINT Operations Chief (HOC) supporting Joint Task Force.
  • Leads, manages and deconflicts Joint Task Force HUMINT operations, joint and contingency support, support to Technical Requirements, policy development affecting the Joint Task Force Area of Responsibility / Operations.
  • Directs HUMINT Branch staff to support management of: HUMINT collection requirements, HUMINT reporting, HUMINT source data, de-confliction of information, and analysis of threats and Foreign Intelligence Security Service (FISS) information.
  • Directs HUMINT Branch staff to analyze, coordinate and monitor significant HUMINT activities impacting Joint Task Force.
  • Assists the JX in the administrative oversight in personnel management.
  • Daily contact is required with personnel in a wide variety of HUMINT organizations having mission-related activities within the intelligence community.
  • Establishes and maintains extensive liaison network with Intelligence Community, DODIIS community, CI/HUMINT organizations, and component personnel.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Position will be designated Emergency Essential (E-E) in support of mobilization and wartime mission. See the Additional Information section below.
  • Hours of work is subject to on call, irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph examination with No Deception Indicated (NDI).
  • Will be required to undergo psychological screening.
  • Must be able to comply with all federal agency security and medical requirements in order to obtain Staff-Like Access. See the Additional Information section below.
  • Must be a graduate of a Category 1 HUMINT Collector course.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience managing and deconflicting Joint Task Force Human Intelligence (HUMINT) operations and programs; AND
2. Experience supporting the management of HUMINT Collection Operations requirements and reporting; AND
3. Experience providing assistance to planned or proposed phases of HUMINT operations to assess required resources and make recommendations to improve HUMINT strategies.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Additional information

  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position will NOT be converted to permanent.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Position will be designated Emergency Essential (E-E) in support of mobilization and wartime mission. Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority. E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employee must pass a medical examination and receive required immunizations for the overseas/deployed location. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11).
  • Must be able to comply with all federal agency security and medical requirements in order to obtain Staff-Like Access. Following initial adjudication of access, individual must be able to maintain qualifications for required access in order to perform temporary duty with other government agencies as directed.
  • This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968. Civilian personnel of the Department of Defense are not exempt from this provision. Therefore, as a condition of employment, incumbent will be required to sign a form acknowledging understanding of this provision.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
