Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

This position is located within the Flight Program Operations service unit, AJF-4. This position serves as the Group Manager to the Resource Management Group.

Duties

Help

As a compliance expert within AJF, the Group Manager (GM) applies experience, advanced knowledge of external audits, and advanced knowledge of compliance requirements to oversee, coordinate, evaluate, and direct the work of a small team comprised of technical and professional employees. The GM is responsible for leading AJF internal/external audits, administrative, financial, facility programs, managing work activities that significantly affect the safety of agency's resources and impeding the AJF ability to meet goals and objectives.

Manages and sets standards for audit activities. Identifies training and qualification requirements for AJF auditors, provides regular audit program reviews to AJF executives. Works on special projects across multiple functions and/or disciplines, and oversees the work of collateral duty and employees supporting the external audit process. This work includes routine and challenging AJF projects and programs.

AJF audits consist of verifying external controls such as operational effectiveness, business risk mitigation controls, and compliance with relevant laws or regulations that help AJF achieve strategic, operational, and compliance objectives. Oversees auditors that identify redundancies in operational and control procedures in order to provide recommendations to improve efficiency and effectiveness of procedures.

Ensures that agency officials and other stakeholders comply with AJF strategic planning activities. Identifies and gathers technical data/ information, provides oversight, and recommends continuous improvement by ensuring quality standards are met. Provides technical expertise to AJF leadership in the development of strategic planning and other AJF initiatives, via presentations, reports, and other documents. Engages in critical thinking skills necessary to evaluate and apply appropriate situational options and technical approaches to strategic planning.

Managerial duties typically affect managers and employees for more than one organizational unit, project or program and include: strategic planning; communicating the organization's vision and objectives, setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units and employees: coaching and developing staff and their organizational capabilities; approving leave and taking or approving corrective/disciplinary actions as appropriate. The GM coordinates with other AJF offices to define, acquire and allocate budget, staff and other resources and supports the AJF executive in performing critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Effectively implements the current AJF strategic initiatives by continuing the development of supporting activities and ensuring understanding of how each makes optimal contribution to achieving the desired outcome. Ensuring initiatives are implemented with the long-view in mind and do not stop at the initial pilot stage. Assessing effectiveness of both implementation and the implemented project through the identification and development of metrics for each area of measure, tracking progress, and course correcting as needed.

Develops technical reports as well as performs data analysis, project management, and technical writing to communicate agency objectives and organizational strategies. Conducts comprehensive evaluation utilizing qualitative and quantitative analytical methods of performance measures to determine organizational productivity. Also identifies more efficient or effective ways to accomplish organizational change management initiatives and strategic planning objectives. Recognizes and communicates the potential benefits of change as well as encourage others to value change, including new approaches or methods.

Qualifications

To qualify for this position at the FV-Klevel, applicants must possess 52 weeks of specialized experience at the FV-J level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes:

  • Experience planning, organizing, and executing the full life cycle of short- and long-term strategic plans and change management programs/plans; developing strategies to improve program implementation and evaluation; communicating with high level officials and stakeholders to exchange information on organizational initiatives and planning objectives; and using qualitative and quantitative analytical methods to evaluate the effectiveness of program operations and objectives.
  • Experience leading or managing employees responsible for ensuring compliance with standard process requirements.
  • Experience overseeing the reporting of audit measures to management.
